Usually, yes. Maine generally requires recreational saltwater anglers to register annually with the Maine Saltwater Recreational Fishing Registry, unless they qualify for an exemption. Check the exemption list before paying: a valid Maine freshwater fishing license usually qualifies, but a lifetime freshwater license does not.
Who needs to register for saltwater fishing in Maine?
Maine Department of Marine Resources (DMR) requires annual registration for recreational saltwater fishing unless an exemption applies. DMR calls it a registry or registration, though some agency navigation uses the phrase “recreational saltwater fishing license.” Check the official registry page for the current requirement and details.
Exemptions listed by Maine DMR
You do not need to register if one of these applies:
- You are under 16.
- You hold a valid Maine freshwater fishing license other than a lifetime license.
- You hold a valid Maine DMR commercial fishing license.
- You are a Maine resident fishing recreationally only on Memorial Day weekend, July 4th, or Labor Day weekend.
- You are a member of the Passamaquoddy Tribe, Penobscot Nation, Houlton Band of Maliseet Indians, or Aroostook Band of Micmacs.
- You are a passenger on a for-hire vessel whose captain holds a valid For-Hire Charter Boat Operator’s License.
- You fish from a dock, pier, or wharf owned by someone with a valid Smelt-Wharf Operator License.
- You rent a smelt fishing camp from someone who holds a valid Smelt-Wharf Operator License.
- You are registered or licensed for saltwater recreational fishing in another state or with the National Registry.
Does a Maine freshwater license cover saltwater?
A valid, non-lifetime Maine freshwater fishing license is an exemption from the saltwater registry. A Maine lifetime freshwater fishing license is not: lifetime-license holders must qualify under another exemption or register annually.

Does registration cover halibut or every kind of fishing?
Coastal halibut has an additional 2026 requirement
Under Maine Title 12, section 6312, effective January 1, 2026, an individual fishing for halibut in Maine coastal waters must register and obtain recreational halibut tags. This species-specific rule applies separately from the general registry exemptions. Check the DMR halibut materials for current tag instructions; the general registry fee page does not establish a halibut tag price or issuance procedure. See the current text of Maine Title 12, section 6312.
Other state and federal rules may apply
Maine’s registry automatically registers an angler in the National Saltwater Angler Registry, but it does not replace every permit or fishing rule. DMR says for-hire vessels fishing for federally managed species 3 to 200 nautical miles offshore must have required federal permits. Recreational vessels fishing for Atlantic tunas, sharks, swordfish, or billfish need an Atlantic HMS Angling permit. Review Maine DMR’s current regulations for species and location rules; tidal river sections, for example, may have gear restrictions or closed areas. DMR’s recreational fishing page is an entry point to current state guidance.
