Data Monetization: What a Chief Data Monetization Officer Would Do

A Chief Data Monetization Officer is a proposed role focused on turning data and analytics into measurable business value. Here’s what the remit could include—and what it does not guarantee.

A Chief Data Monetization Officer (CDMO) is a proposed executive role for making data and analytics produce measurable business value. The job is not simply to sell data: it is to identify useful business decisions or products, organize the people and controls needed to support them, and measure whether the effort delivers revenue, savings, or another defined outcome. Bill Schmarzo proposed the role as a way to make that value work more clearly accountable; it is not an established standard title.

What does a Chief Data Monetization Officer do?

In Bill Schmarzo’s formulation, the CDMO leads an organization’s effort to monetize its data and resulting analytics. His article, republished on December 5, 2025, says it was originally written in 2017. The proposal gives one executive a distinct value remit: find and prioritize promising uses, coordinate their delivery, and track the results.

In practice, that could mean turning a business priority into a data product or analytical capability, then bringing together business leaders, finance, governance, engineering, and data science. The intended outcome might be new revenue, lower operating costs, a better customer experience, or a more effective decision—not necessarily a sale of raw data. The role should be judged by attributable results, not by the title itself.

Schmarzo’s proposal also calls for documenting and reusing data and analytic assets, managing the tools used to create them, and cultivating engineering and data science capabilities. That does not mean one executive personally performs every task or takes over all data-related authority.

How is a CDMO different from a CDO or CIO?

The proposed distinction is about accountability, not a universal org chart. A CIO is commonly associated with technology, while a chief data officer (CDO) may have stewardship, governance, technology, or value responsibilities depending on the organization. Schmarzo argues for a distinct executive focus on realizing value from data and analytics. Actual remits vary, and the sources do not establish that CDMO is a prevalent formal title.

A CDMO should not unilaterally control data or replace the functions responsible for technology, finance, governance, privacy, security, or domain expertise. Before assigning the title, define decision rights: who chooses priorities, approves uses, resolves conflicts between business units, funds work, and validates claimed value.

Why the role is a proposal, not a proven shortcut

Amazon Web Services’ Chief Data Officer (CDO) Agenda 2023 provides context on CDO priorities and the difficulty of scaling monetization, but it does not validate the CDMO model. Its figures come from a survey conducted in summer 2022 and describe surveyed CDOs, not all organizations:

  • 22% said data monetization was among their top three responsibilities.
  • 14% said monetization was a primary approach to achieving value.
  • 39% reported adopting a data-product-management orientation with product managers.

The report also describes Regions Bank as having more than 10 revenue-generating and cost-saving products with incremental impact in eight figures. That is a reported interview example, not a benchmark or a likely outcome for every organization. AWS notes that some interviewed CDOs found data monetization particularly difficult to scale. Appointing an executive cannot, by itself, guarantee revenue or savings.

How should an organization put data monetization into practice?

A workable approach begins with a business need and ends with measured adoption and impact. It treats data and analytics as capabilities that must be built, governed, used, and maintained—not as assets that create value merely by existing.

  1. Name the outcome. Start with a strategic initiative, customer need, operational friction, or important decision. State what should improve and why it matters.
  2. Frame the use case. Identify the intended user, the decision or workflow that will change, the data required, the stakeholders involved, dependencies and risks, and the measure of success. Estimate the financial drivers without presenting an estimate as a realized result.
  3. Prioritize a small portfolio. Compare candidate uses by expected impact, feasibility, risk, time to adoption, and reuse potential. AWS recommends focusing on a limited set of high-value analytics or AI efforts and taking a data-product orientation.
  4. Build for use and reuse. Bring together product management, business expertise, data engineering, analytics, and data science as needed. Design for the end user, document reusable assets, and plan for deployment and ongoing maintenance.
  5. Set controls and decision rights. Coordinate access, privacy, security, data quality, and governance with the functions that own those responsibilities. Commercial goals do not override appropriate use or applicable obligations.
  6. Measure, communicate, and scale. Record a baseline, then track adoption and impact. Calculate revenue or savings where they can be attributed to the work, involve finance in validating claims, and expand reusable components when evidence supports it.

What should leaders evaluate before creating the role?

A title change is not an operating model. Whether an organization appoints a CDMO, assigns the work to a CDO or CDAO, or shares it across leaders, it should make the following responsibilities explicit:

  • Charter and authority: Who sets priorities, approves data use, and resolves cross-unit disputes?
  • Value ownership: Who owns the business case and outcome measurement, and how does finance verify reported revenue or savings?
  • Trust and governance: How are privacy, security, quality, ethical use, and access controls maintained?
  • Operating partnership: How do the data leader, CIO, finance, product leaders, and business teams divide the work?
  • People and resources: Is there budget and capacity for product management, engineering, analytics, data science, and platform work?
  • Evidence of progress: Are baselines, adoption, business impact, reusable assets, revenue, and internal savings tracked?

Schmarzo’s argument is that organizations should distinguish stewardship and technology responsibilities from leadership accountable for identifying, funding, and realizing value. AWS’s report offers a useful counterweight: CDO remit and resources are recurring organizational concerns, and monetization can be hard to scale. The practical question is therefore not only who holds the title, but whether that leader has clear authority, funded partners, sound controls, and a way to prove results.

What data monetization means for an organization

Data monetization means using data and the analytics built from it to create measurable value. That value may come from a product or service sold to customers, or from internal improvements such as reduced costs or better decisions. A company does not need to sell raw data for an initiative to count as monetization.

For a personal-finance reader, the distinction is useful when evaluating how a financial institution or other company describes its data practices: a business may seek value from analysis and operational decisions without offering data itself for sale.
