Elon Musk Denies Possible $400 Million U.S. Government Deal to Buy Tesla Cybertrucks

Elon Musk denied knowing about a possible $400 million U.S. State Department purchase of armored Tesla vehicles on February 13, 2025. Despite headlines describing the vehicles as Cybertrucks, the government never officially named that model, and Tesla had not won a contract.

The underlying document was a procurement forecast—not a purchase order, signed contract, or guaranteed payment to Tesla. The State Department later said the effort was on hold, changed the wording from “Armored Tesla” to “Armored Electric Vehicles,” and removed the item from its procurement document.

What the $400 million figure actually represented

The figure appeared in the State Department’s fiscal-year 2025 procurement forecast. The entry projected as much as $400 million over five years for armored electric vehicles and listed the effort as being in the planning stage.

A procurement forecast helps vendors and the public see what an agency may seek in the future. It does not mean that Congress or an agency has committed the full amount, that a solicitation has been issued, or that a company has been selected.

Question What the available information shows
Was Tesla awarded a contract? No. The State Department said no contract had been awarded to Tesla or another manufacturer.
Was the vehicle definitely a Cybertruck? No. The original wording referred to “Armored Tesla (Production Units)” and did not identify a model.
Was $400 million already spent? No. It was a projected five-year procurement value in a planning document.
Was a solicitation active? The department said the formal solicitation was on hold and there were no current plans to issue it.
Was September 2025 a guaranteed award date? No. It was an anticipated procurement milestone in the forecast, not proof of an award.

Why people connected the proposal to Cybertrucks

The forecast did not say “Cybertruck.” The association came from the idea that Tesla’s large Cybertruck, with its stainless-steel body and substantial size, might be a candidate for armor conversion.

That inference is not the same as official confirmation. An agency considering armored electric vehicles could evaluate multiple Tesla production vehicles, another electric-vehicle platform, or no vehicle at all. Until a solicitation specifies requirements and an award notice identifies the winner, the model and supplier remain uncertain.

What Musk said

After reports about the forecast surfaced, Musk posted on X on February 13, 2025: I’m pretty sure Tesla isn’t getting $400M. No one mentioned it to me, at least.

His statement was consistent with the State Department’s later clarification that no contract had been awarded. It did not prove that the proposal never existed; it indicated that Musk did not know of a completed deal involving Tesla.

How the State Department described the proposal

The department said the project began during the Biden administration, but the earlier plan was materially different from the $400 million forecast that attracted attention in 2025.

Documents reported by NPR described approximately $483,000 for electric vehicles in fiscal 2025 and roughly $3 million for related equipment, including charging stations. That earlier work was focused on research and exploring whether electric vehicles could be armored for diplomatic use, rather than committing $400 million to armored Teslas.

Officials had practical concerns to resolve before such a vehicle could be deployed internationally:

  • Weight: Armor adds substantial mass, which can affect acceleration, suspension, tires, braking, and payload.
  • Battery protection: An armored vehicle would need safeguards for its battery pack and electrical systems.
  • Range: Added weight and harsh operating conditions could reduce driving range.
  • Durability: Diplomatic vehicles may operate in environments with poor roads, extreme temperatures, and limited repair support.
  • Charging: Embassies and diplomatic posts may not have the infrastructure needed to charge a large electric vehicle fleet.

What changed after the reports

Following public attention, the State Department changed the forecast language from “Armored Tesla” to the more general “Armored Electric Vehicles.” The $400 million estimate remained in the revised entry for a time, but the department said the solicitation was on hold. The item later disappeared from the procurement document.

Those changes do not establish that Tesla was secretly paid or that the government completed a purchase. They show that the forecast was revised while the project’s status remained unsettled.

What this means for taxpayers and Tesla investors

For taxpayers, the important distinction is between a forecast and an obligation. A forecasted procurement can be canceled, redesigned, delayed, competed among vendors, or reduced before money is committed. The $400 million number should therefore not be treated as a current government expenditure or a guaranteed taxpayer liability.

For Tesla investors, the proposal was not booked revenue. A government contract would generally require a formal procurement process, defined requirements, an award, and an eventual delivery and payment schedule. None of those steps had produced a confirmed Tesla award in the information available about this episode.

It is also risky to estimate Tesla’s value by adding the full $400 million to projected revenue. Even if the purchase had moved forward, the total would have represented a multi-year ceiling or estimate, not necessarily Tesla’s profit. Costs could have included vehicle production, armor integration, testing, maintenance, logistics, charging equipment, and compliance work.
