On September 2, 2025, the company and the General Services Administration (GSA) announced a OneGov purchasing agreement offering eligible federal agencies discounts on Microsoft products and services. GSA projected up to $3.1 billion in first-year savings; Microsoft estimated more than $6 billion in total value over three years. Those are savings and value estimates, not a disclosed contract price or confirmed Microsoft revenue.
What the Microsoft–GSA OneGov agreement does
The agreement sets discounted offers and purchasing terms for federal customers; it does not require every agency to buy Microsoft products. Agencies can opt into applicable offers through eligible procurement arrangements. The package covers Microsoft 365, Microsoft 365 Copilot, Azure, Dynamics 365, and security and identity services, with product-specific eligibility, pricing, and time limits.
OneGov is GSA’s strategy for using the federal government’s collective purchasing power to negotiate technology terms. It generally relies on existing contract vehicles, including the GSA Multiple Award Schedule, rather than a single governmentwide purchase order. An agreement establishes terms; an agency order creates an actual purchase and obligation. GSA’s OneGov overview explains the procurement approach.

The public announcements do not establish a single multibillion-dollar Microsoft contract obligation. The projected savings and estimated value depend on the offers agencies use and the comparison prices behind those estimates; they should not be treated as cash already saved or money Microsoft has booked.

Which Microsoft products are included
- Microsoft 365 and Copilot: Government licensing and a limited Copilot offer for qualifying customers.
- Azure: Consumption discounts and selected data-egress fee relief in certain governmentwide contract contexts. The terms do not mean every service or agency receives the same discount.
- Dynamics 365: Government business applications, subject to the applicable offer terms.
- Security and identity: Microsoft Sentinel, Azure monitoring, and Entra ID Governance.
- Implementation support: Adoption workshops, implementation assistance, and optimization services.
Discounts can lower the price of covered purchases, but they do not remove the cost of migration, integration, staff training, governance, or ongoing cloud consumption. Agencies still need to compare total cost of ownership and consider portability and exit costs.
Is Microsoft 365 Copilot free for federal employees?
No. The announced offer makes Copilot available at no additional cost for up to 12 months to eligible existing Microsoft 365 G5 customers. It is not permanent free access for all federal workers. An agency must opt in through an eligible procurement route, and the offer is limited by licensing and customer eligibility. Continued use after the introductory period may involve discounted pricing rather than no charge.

“No additional cost” describes the offer’s license price during its stated period. It does not cover every expense an agency may incur for implementation, integration, governance, training, or security review. Agencies should confirm the applicable offer terms and post-introductory price before deciding how broadly to deploy it.
Who can use the offers and how agencies buy
Microsoft says the OneGov offer applies to qualifying federal customers with Enterprise Agreements and excludes AOS-G and CSP programs. Azure consumption discounts and waived egress fees are limited to selected Governmentwide Acquisition Contract contexts. GSA says OneGov offers are generally accessed through established procurement vehicles and resellers; its latest discount sheet is restricted to authenticated government users.

That means “governmentwide” does not automatically include state and local governments, contractors, commercial customers, or every federal purchasing channel. Agencies should verify their contract vehicle and product eligibility with their contracting office and the relevant licensing provider. The opt-in window announced in September 2025 runs through September 2026; specific terms and the applicable end date should be confirmed for each offer.
Security authorization is not blanket approval
In its September 2025 announcement, Microsoft said its government offerings had key FedRAMP authorizations and addressed more than 400 critical controls associated with NIST SP 800-53. Microsoft also described Microsoft 365, Azure, and key AI services as authorized at FedRAMP High, while saying Microsoft 365 Copilot had received provisional Department of Defense authorization and that FedRAMP High was expected at that time. These are the company’s dated claims, not a substitute for checking current authorization status.

Even an authorized service is not automatically approved for every agency, information type, or mission. Agencies must determine whether the specific service and deployment meet their requirements, obtain any agency-specific authorization to operate, and apply suitable data classification, access controls, retention rules, and human oversight. Authorization at one level should not be read as permission to use the product for all government data.

On April 29, 2026, GSA reported $1.1 billion in savings across the broader OneGov initiative during its first year and said the program had consolidated purchasing through 20 agreements. GSA also described discounts of up to 90% from multiple providers. These results cover OneGov as a whole, not the Microsoft agreement alone.

Microsoft’s 2026 licensing FAQ says the percentage discounts in the U.S. OneGov offer remained intact despite Microsoft 365 packaging and list-price changes. For purchases before July 1, 2026, the discounts applied to the previous list price; purchases on or after that date use the new list price. A preserved discount percentage does not guarantee an unchanged invoice: the underlying list price can change. See Microsoft’s 2026 packaging and pricing FAQ.
Why the agreement matters—and what agencies should weigh
OneGov reflects an effort to move from fragmented agency-by-agency negotiations toward common purchasing leverage. Microsoft’s agreement is one part of a wider program that includes vendors such as Adobe, Google, ServiceNow, Amazon Web Services, OpenAI, Anthropic, and xAI. GSA’s 2025 news-release archive shows the breadth of vendor agreements.
For agencies, negotiated discounts and faster procurement may make it easier to test AI and modernize services. But adopting more Microsoft tools can also deepen dependence on one vendor. A low or waived introductory license price does not resolve whether an agency has a strong use case, sound data permissions, adequate human review, or an affordable plan after the promotion.
