The United States finalized its Kaspersky restrictions in June 2024; this is no longer a proposed sales ban. The Commerce Department barred new covered agreements with U.S. persons from July 20, 2024, then prohibited covered software updates, Kaspersky Security Network operations, reselling, and integration from September 29, 2024. For consumers and businesses, the practical takeaway is to replace any Kaspersky endpoint protection that remains and verify that a supported alternative is active.
What the U.S. Kaspersky ban covers
The Commerce Department’s Bureau of Industry and Security (BIS) issued a final determination prohibiting Kaspersky Lab, Inc., its affiliates, subsidiaries, and parent companies from directly or indirectly providing specified antivirus and cybersecurity products and services in the United States or to U.S. persons. The order applied beyond federal procurement: it reached covered transactions involving U.S. persons, including consumer and business customers. BIS’s determination and implementation details identify the covered products and restrictions.
The restrictions took effect in stages:

The September deadline included antivirus signature and codebase updates. KSN is Kaspersky’s network service for sharing security-related data. After the deadline, Kaspersky could no longer operate it for U.S. persons or on a U.S. person’s IT system. The restrictions also reached resellers and businesses integrating covered Kaspersky software into other products or services. The transition period did not make continued support available indefinitely.
What was not covered
BIS excluded certain purely informational or educational products and services, including threat intelligence and security training, as well as specified consulting and advisory services. This is a limited exception, not permission to continue providing ordinary endpoint antivirus protection, updates, or KSN operations. Does the ban mean existing users were breaking the law?
The determination prohibited specified transactions and services by Kaspersky and related parties. It does not establish that every individual was criminally liable merely for having the software installed. BIS allowed a transition period for certain updates and KSN operations through September 29, 2024, and published removal guidance for individuals and enterprises through its Kaspersky guidance page.
That distinction does not make an old installation a sound security choice. After the deadline, covered updates and KSN operations were prohibited, so a device still displaying Kaspersky’s interface should not be assumed to have current, authorized protection. Check the product’s status and move to a supported security tool rather than relying on an outdated installation.

Why did the U.S. government act?
BIS described its decision as a national-security risk determination. Antivirus software can inspect files, processes, memory, and network activity and may operate with elevated privileges. Officials argued that this access, combined with Kaspersky’s Russian corporate ties and the possibility of pressure or influence from Russian authorities, created risks to U.S. national security and the safety and security of U.S. persons. The Federal Register determination sets out the formal reasoning.
Treasury separately described Kaspersky’s corporate family as having cooperated with Russian military and intelligence authorities in support of Russian cyber-intelligence objectives. These are government assessments and allegations. The action did not require a public finding that every Kaspersky installation was malicious or that every customer had been compromised. It addressed the government’s assessment of risk, including possible exploitation, coercion, or subversion. Treasury’s statement provides its account of the security concerns and sanctions.

How Kaspersky responded
Kaspersky denied engaging in activities that threatened U.S. national security. In its response to the Commerce Department, the company said the decision relied on geopolitical conditions and “theoretical concerns,” rather than a comprehensive technical evaluation of its products’ integrity. It said it had proposed independent third-party review of its solutions, threat databases, and detection rules, and argued that the prohibition would disrupt international cybersecurity cooperation and force customers to replace products they considered effective. Those are Kaspersky’s claims, not independent findings. Read the company’s response to the determination.
Kaspersky also said it stopped U.S. sales contracts ahead of the July 20 deadline, planned to wind down U.S. operations and eliminate U.S.-based positions, and would continue updates for existing antivirus customers until the September deadline. How the 2024 action differed from earlier restrictions
The federal government had already restricted or removed Kaspersky products from federal information systems. Those earlier measures were focused on government systems and procurement. The 2024 BIS determination was broader: it addressed covered transactions involving U.S. persons and the U.S. market, rather than only federal agencies. Treasury’s June 2024 sanctions against company leaders were a separate action, not the source of the software restrictions. Treasury’s background discusses the earlier federal actions.
What consumers should do
- Find every affected device. Check Windows PCs, Macs, Android devices, and any other endpoint where Kaspersky may be installed. Look for remaining software, management profiles, or subscriptions, and confirm whether another antivirus product is already active.
- Choose the replacement before uninstalling, if practical. Follow the replacement vendor’s migration guidance. Do not run two real-time antivirus products at once; overlapping protection can cause conflicts or reduce reliability.
- Remove Kaspersky using an appropriate method. Use the vendor’s official removal guidance or the procedure recommended by your device administrator. Avoid downloading removal utilities from unverified sites.
- Confirm the new protection is working. Check that real-time protection is enabled and that signatures or cloud protection are current. Review firewall, ransomware, and web protection settings if the product offers them, then reboot if required and run a full scan.
- Review subscriptions and billing. Do not assume an unused subscription was automatically refunded. Check the purchase terms and contact the original seller, reseller, or payment provider with your records. BIS addresses refund questions in its Kaspersky FAQ; the government did not promise a blanket refund to customers.
- Verify any automatic replacement offer. Confirm the new product’s publisher, installation source, permissions, subscription terms, and privacy policy before accepting it.
What businesses and IT teams should do
Inventory, contracts, and scope
Identify Kaspersky installations across endpoints, servers, appliances, and management consoles, including software embedded in third-party products. Review contracts, renewals, reseller arrangements, and multinational deployments to determine which devices or services involve U.S. persons. If the organization is regulated or responding to an incident, preserve device inventories and relevant logs before removal.

Plan a controlled migration
Use centrally managed uninstall and deployment tools where available. Map existing antivirus, endpoint detection and response (EDR), firewall, VPN, and device-control tools to avoid overlapping real-time protection or policy conflicts. Assign an owner for alerts and policy changes, and plan for unsupported legacy systems that may not run the chosen replacement.
Verify and document
After deployment, confirm that each device reports to the management console, receives current updates, and has the required protection features enabled. Test alerting and isolation workflows if the product supports them. Record the change, exceptions, affected assets, and any temporary protection gaps for compliance and incident-response purposes. Organizations without staff to manage deployment and alerts may need an appropriately scoped managed security provider.
How to evaluate a replacement
The U.S. action did not designate a successor vendor. Compare products against the needs of the person or organization using them rather than treating a ban as an endorsement of any alternative.
- Match the operating systems. Check support for Windows, macOS, Android, and iOS separately; capabilities differ by platform.
- Check protection and administration. Consider real-time malware protection, phishing and malicious-site defenses, ransomware controls, update behavior, and centralized policy and alerting for business use.
- Assess trust and data handling. Review vendor jurisdiction, telemetry, update infrastructure, privileged access, privacy terms, and transparency. A replacement creates its own supply-chain and privacy questions.
- Separate security from bundles. VPNs, password managers, identity monitoring, and cloud storage may be useful, but they are distinct from endpoint antivirus. Compare renewal costs, device limits, support, and migration effort rather than paying for extras by default.
- Use the right category. Built-in Windows Security may be a convenient baseline for a home PC; a consumer security suite can add features but also complexity and telemetry. A small business may need centrally managed endpoint protection, while larger organizations may need EDR or XDR capabilities and staff to operate them.
Microsoft’s consumer Defender app and Microsoft Defender for Business or enterprise security products are different offerings. A consumer Microsoft 365 subscription is not a substitute for centrally managed business endpoint security.
