The best personal finance software depends on whether you want automatic account monitoring, hands-on budgeting, privacy, or formal accounting. There is no single free tool that does all four equally well.
For most people, Empower Personal Dashboard is the easiest way to see spending, investments, debts, and net worth in one place. Goodbudget is better for envelope budgeting, while Actual Budget is the stronger choice if local control and privacy matter more than convenience. For detailed records, reconciliation, or small-business-style bookkeeping, choose GnuCash.

1. Empower Personal Dashboard: best for connected accounts
Empower Personal Dashboard is the best fit if your main goal is to see your financial life in one place without maintaining a spreadsheet or manually entering every transaction. Empower says its dashboard and financial tools are free.
You can connect checking and savings accounts, credit cards, loans, mortgages, retirement plans, and investment accounts. The dashboard then combines information about balances, transactions, cash flow, portfolio performance, and net worth.

What Empower does well
- Aggregates multiple financial institutions into one dashboard.
- Tracks spending and cash flow.
- Displays investment and portfolio information.
- Includes retirement-planning tools.
- Provides a convenient net-worth view.
Its limitation is important: Empower is primarily a monitoring and planning service. It is not the best replacement for a detailed zero-based or envelope budget, and it is not a full double-entry accounting system. If you want to assign every dollar to a category, another tool will serve you better.
Choose Empower if: you want automatic visibility into accounts, investments, debts, and net worth with minimal setup.
2. Goodbudget Free: best free envelope-budgeting app
Goodbudget turns the traditional envelope method into a web and mobile budgeting system. Instead of treating your checking balance as spendable money, you divide available funds among categories such as groceries, rent, utilities, travel, and annual bills.

That makes Goodbudget useful for a household with one main checking account and a relatively small number of spending categories. It becomes restrictive if you manage several bank accounts or need long-term historical analysis.
How to manage the free account
To add or edit the primary account, open Accounts, then select Add/Edit. The free plan gives you one primary Account. Goodbudget’s off-budget Debt Accounts are unlimited, but they are intended for debt tracking—not as a general workaround for multiple active checking or savings accounts.
Bank syncing and imports
Automatic bank syncing is not included with Goodbudget Free. Free users must enter transactions manually or download a file from their bank and import it. Automatic syncing for U.S. banks is a Premium feature.

There is also an important distinction between accounts and envelopes:
- Account balances show where the money physically sits.
- Envelope balances show how that money has been allocated for spending.
These are related but not interchangeable. A single checking account can fund several envelopes, and moving money between envelopes does not necessarily move money between bank accounts.
Goodbudget’s Net Total adds checking, savings, and cash accounts, then subtracts credit-card accounts. Off-budget debt accounts do not affect that total.
Choose Goodbudget if: you want a straightforward envelope system and can live with manual transaction entry, one primary account, and limited history.
3. Actual Budget: best for privacy-focused budgeting
Actual Budget is a strong choice for people who want modern envelope budgeting without committing to a hosted subscription. Its desktop client supports budgets, schedules, reports, and importing and exporting financial files.

Basic local use does not require a server. However, a server is needed for browser access, mobile use, synchronization between devices, and bank syncing. That distinction is easy to miss when comparing Actual with cloud-first budgeting apps.
Importing transactions into Actual
Actual supports CSV, QIF, OFX, QFX, and CAMT files. To import a file:

- Open the relevant account.
- Click Import.
- Select the file.
- For a CSV, choose the CSV option and map the columns using the CSV field dropdowns.
This workflow is useful if your bank can export transactions but does not work with Actual’s supported automatic-sync providers.
Bank-sync paths
To sync every account, click All Accounts in the sidebar and then select Bank Sync. To sync only one account, open that account and click Bank Sync.

Actual does not continuously fetch new transactions in the background. Fetching is a manual action. Depending on your location, documented providers include SimpleFIN Bridge for North American banks, Enable Banking and GoCardless BankAccountData for European banks, Pluggy.ai for Brazil, and Akahu for New Zealand.
Bank syncing requires actual-server, provider credentials, and configuration. Bank-sync tokens and API keys are stored on the server and are not protected by Actual’s end-to-end encryption in the same way as budget data.
Actual Budget’s failure modes
- Browser-only storage: clearing browser storage can delete the data. Actual does not recommend local-browser mode for long-term use because it does not provide dependable automatic backups or synchronization.
- No server, no cross-device use: the desktop application alone does not provide mobile access, browser access, or syncing.
- Lost encryption password: Actual cannot recover encrypted data if the password is lost and no usable local copy remains.
- Conflicting simultaneous edits: avoid editing the same budget on two devices at the same time.
- Incorrect account type: on-budget accounts support categorized budget transactions. Off-budget accounts are intended for investments, mortgages, and similar tracking, and their transactions cannot be categorized in the budget.
Choose Actual Budget if: you value local control and privacy, are comfortable importing files or operating a server, and want a capable envelope-budgeting system.
4. GnuCash: best free accounting software
GnuCash is the strongest option here for formal financial records. It is free, open-source, and based on double-entry accounting. That makes it suitable for reconciled bank accounts, investment records, income and expense tracking, detailed reports, and some small-business bookkeeping.

GnuCash is not the quickest way to answer “How much did I spend on restaurants this month?” Its accounting model takes more effort to learn than a typical budgeting app. The benefit is accuracy: transactions, transfers, liabilities, assets, and reconciliations can be represented properly.
Choose GnuCash if: you need accounting discipline, reconciliations, investment or commodity records, or small-business-style bookkeeping.
5. Money Manager Ex: best simple free desktop tracker
Money Manager Ex (MMEX) sits between a spreadsheet and formal accounting software. It is free, open-source, and available for Windows, macOS, Linux, and Android. It is designed to track accounts, cash flow, spending, assets, and financial worth without requiring the full complexity of double-entry bookkeeping.

- Checking, savings, credit-card, investment, and asset accounts.
- Multiple currencies.
- Scheduled transactions.
- Budgeting and cash-flow forecasting.
- Reports and charts.
- CSV and QIF import.
- QIF, CSV, and HTML export.
- SQLite storage.
- Optional AES/AES-256 encryption.
- Portable versions that can run from removable storage.
MMEX is primarily a manual-entry or file-import tool, so it is not the best choice if you expect automatic bank aggregation. It is, however, easier to approach than GnuCash for ordinary personal tracking.

Choose MMEX if: you want a structured desktop finance manager with budgets and reports, but do not need automatic bank connections or full double-entry accounting.

- Start with your data-entry preference. If you want automatic connections, try Empower. If you prefer downloaded files or manual control, consider Actual, GnuCash, or MMEX.
- Decide whether you need a real budgeting method. Goodbudget and Actual are better for assigning money to categories before spending it. Empower is better for observing spending after it happens.
- Separate budgeting from accounting. A budgeting app can help you decide where money should go. GnuCash is designed to record the underlying financial events accurately. Those are different jobs.
- Check your account count. Goodbudget Free’s one-primary-account limit is a major constraint for people with multiple checking, savings, or credit-card accounts.
- Consider your tolerance for technical setup. Actual offers more control, but bank syncing requires a server and provider configuration. A cloud dashboard is simpler but gives you less local control.
- Plan backups. Export or back up local finance files regularly. Do not rely on a browser tab or a single copy of an encrypted budget file.
Products that should not be treated as free recommendations
Mint
Mint should not be recommended as a current standalone personal-finance application. Intuit discontinued the standalone Mint product and transitioned capabilities toward Credit Karma. Older articles calling Mint the best free budgeting app are describing the former service.
Quicken Simplifi
Quicken Simplifi is a paid subscription product, not permanently free personal finance software. An app-store listing marked “Free” generally means the app can be downloaded without charge; it does not mean the full service has no subscription cost. Promotional pricing, trials, or money-back guarantees also do not make it a free product.
