Start with one to three products and price them using the full cost of getting an order to a customer—not just the product cost or platform fee.
Choose the kind of cosmetics business you are building
Your sourcing model affects startup work, differentiation, margins, and the records you will need. Handmade does not mean exempt from safety, labeling, or advertising rules.
Handmade
Small-batch body butters, scrubs, bath salts, lip balms, and simple soaps can suit an artisan story and gift-oriented marketplace. You control production, but must manage consistency, contamination risks, batch records, preservation where relevant, and limited capacity.
Private label
A manufacturer supplies an existing formula under your branding. This can shorten development, but minimum orders, limited differentiation, supplier quality, and your role as the label’s responsible person still matter.

Custom formulation
A distinctive formula can support stronger brand differentiation and control over texture, scent, and positioning. Allow for development time, stability and other appropriate testing, and greater quality-control responsibility.
Wholesale resale
Reselling established products avoids formulation work and can tap existing demand. Buy through authorized sources and preserve invoices and authorization records; marketplaces may request them, and margins can be thin.
Check whether the product is a cosmetic or a drug
Cosmetics are products intended to cleanse, beautify, promote attractiveness, or alter appearance. Makeup, non-medicated moisturizers, fragrance, bath and body products, nail products, and some soaps can fit this category. Classification depends in part on intended use and marketing claims—not just ingredients or the product name.

Claims to treat disease, heal wounds or burns, kill microbes, prevent disease, regrow hair, permanently alter body structure or function, or provide therapeutic sun protection can make a product a drug or both a drug and a cosmetic. Products with SPF or acne-treatment claims should not be treated as ordinary cosmetic launches. Changing a product description does not change an otherwise drug product’s regulatory status. For a borderline product, consult FDA materials and qualified regulatory counsel rather than relying on a general checklist.
Review every claim wherever it appears: packaging, product title, bullets, images, social posts, testimonials, influencer scripts, and email. Testimonials are advertising too. “Clinically proven,” “hypoallergenic,” “non-toxic,” “clean,” “natural,” “organic,” “vegan,” “dermatologist-tested,” “cruelty-free,” and sustainability claims need evidence and precise meaning. Do not imply guaranteed or typical results with before-and-after images unless the claim is properly substantiated.
Complete the U.S. compliance work before listing
Cosmetics generally are not pre-approved by FDA in the way drugs are, but they remain subject to safety, labeling, adulteration, misbranding, and applicable MoCRA requirements. FDA registration or listing is not FDA approval or endorsement. Avoid presenting “FDA-approved cosmetics” as a routine credential.
Label and product checklist
For a U.S. retail cosmetic, check the principal display panel for product identity and net quantity, and the information panel for an ingredient declaration, the name and place of business of the manufacturer, packer, or distributor, and applicable warnings and directions. FDA’s labeling summary explains the requirements, including how net contents are stated. Requirements can vary with product, package, claims, and jurisdiction, so have the final label reviewed.
- Confirm the ingredient list matches the actual formula and uses appropriate cosmetic ingredient names.
- Use readable type, adequate contrast, and packaging that preserves required information; do not rely on listing images to supply required package text.
- Check that the online listing agrees with the physical package, including directions, warnings, size, and claims.
- Establish lot or batch traceability and retain relevant supplier, manufacturing, specification, safety, and quality records.
- For water-based products, ask the manufacturer or qualified expert what stability, preservative, and microbiological work is appropriate.
- Keep product and packaging photos, and, for resale, proof of brand authorization.
Not every record above is a universal FDA filing requirement. Some are prudent safety and quality controls; others may be requested for marketplace approval.
Understand MoCRA registration and listing
Under MoCRA, covered manufacturing and processing facilities generally register with FDA and renew every two years. The responsible person—generally the manufacturer, packer, or distributor whose name appears on the label—generally lists each marketed cosmetic product and updates the listing annually. Some small businesses may qualify for exemptions, but exceptions include certain products that contact the eye’s mucous membrane, are injected, are intended for internal use, or are intended to alter appearance for more than 24 hours without consumer removal. Determine your obligations using FDA’s current registration and listing guidance; do not assume an exemption applies based only on business size.
FDA provides Cosmetics Direct materials, including a user guide, a facility-registration tutorial, and a product-listing tutorial. Responsible parties also need a process for serious adverse-event records and reporting where applicable. Check state and local business, tax, and product rules separately.

Vet your supplier and product before committing
Ask the manufacturer or supplier for records and answers suited to the product and sales channel. A claim that a product is “FDA-approved” is not a substitute for knowing what has actually been registered, listed, tested, or documented—and whose name is on those records.
- Full ingredient list, manufacturing location, product specifications, and batch or lot controls.
- Available safety and quality documentation, GMP information, and Certificate of Analysis (COA), where relevant.
- Stability and preservative information appropriate to the formula.
- Recall procedure, adverse-event escalation contact, and product-liability insurance expectations.
- Minimum order, lead time, formula and artwork ownership, and responsibility for label review.
- Documents needed by the target marketplace, such as invoices, distributor authorization, or product photos.
Amazon says beauty approval applications may request recent invoices, authorized-distributor documentation, product images, GMP certificates, COAs, MoCRA-related documentation, or other records, depending on the product and application. See its beauty selling guide.

Choose a sales platform that fits your business
No platform is universally best. Marketplaces can expose products to existing shoppers, while an owned store provides more control but requires you to generate demand. Compare total cost per completed order, including payment processing, fulfillment, storage, shipping subsidies, advertising, creator commissions, samples, returns, and discounts.

These are dated U.S. pricing signals, not guaranteed future rates. Verify each platform’s current fees and eligibility before setting prices.
Shopify: control and brand building
Shopify suits a distinctive brand, an existing audience, or plans to build repeat purchases and sell across channels. It supports a controlled storefront and customer-retention tools, but subscription and app costs can accrue before sales. Start by creating the store, choosing a theme, adding products and variants, configuring payments and shipping, publishing policies, and testing checkout. A beginner with no audience may use a marketplace for discovery while treating Shopify as the brand home base.

Amazon: search demand and documentation
Amazon can fit a sealed, standardized, replenishable product with stable supply and accurate unit economics. Beauty products may require approval. In Seller Central, check whether the catalog shows “Sell this product” or “Apply to sell”; the latter signals an approval step. Prepare the requested invoices and product records before applying, build a compliant listing, choose merchant fulfillment or FBA after comparing costs, and monitor account health. Amazon’s guide says invoices dated within 180 days showing purchases of at least 10 units from authorized distributors may be requested, along with other documents depending on the application.

Etsy: handmade discovery
Etsy can be a practical validation channel for a genuine handmade product or gift set. Confirm the product is eligible for the shop’s positioning, make accurate claims, show the product and packaging clearly, and set realistic processing times. Use Etsy’s cosmetics safety guidance alongside legal requirements; marketplace presence does not waive them. Review the fee policy for your location and advertising status rather than assuming one universal commission.
TikTok Shop: video and creator commerce
TikTok Shop is strongest when a product can be demonstrated credibly in short video or live shopping and the business can support ongoing content and creator outreach. Complete seller and category qualification, submit requested documentation, use compliant U.S. retail packaging, set up eligible fulfillment, and monitor policy notices, refunds, and performance. Its beauty requirements describe category and documentation rules; the platform prohibits certain products and claims, including products intended to bleach, whiten, lighten, or reduce overall skin melanin. A 6% referral fee does not capture creator commissions, samples, fulfillment, or promotion costs.

For each order, subtract the costs that actually apply:
Selling price − product cost − packaging − inbound freight − platform fee − payment processing − fulfillment or postage − storage − returns and replacements − discounts − samples − creator or affiliate commission − advertising − seller-paid taxes = contribution margin

As a fictional illustration, a $30 order with $8 product and packaging, $5 postage, $4 combined platform and payment costs, and $6 advertising and creator expense leaves $7 before overhead, returns, and taxes paid by the seller. Replace every figure with your own channel, product, package dimensions, destination, and promotion assumptions. Run separate estimates for an organic direct sale, a marketplace sale, and a paid-ad or creator-assisted sale; an apparently healthy product margin can disappear after shipping subsidies, returns, discounts, or aged inventory.
Prepare fulfillment and customer support
Choose self-fulfillment when volume is low, products vary, or you need close packaging control. A third-party logistics provider or platform fulfillment can help with standardized inventory and growing order volume, but adds storage, inbound, eligibility, lot-tracking, and returns considerations. Amazon FBA and TikTok FBT rates and rules are platform-specific; consult current terms before committing. TikTok’s seller terms also make platform fee and policy changes a planning consideration.
- Test packaging for leakage, seals, heat exposure, separation, and damage during shipping; set a clear replacement process.
- For short-shelf-life products, maintain batch tracking, rotate stock, and manage expiration information and aged marketplace inventory.
- For imports, verify ingredients, U.S. labeling, responsible-person details, and retail packaging before shipping inventory. TikTok Shop says non-U.S.-retail packaging, noncompliant imports, or repackaged cosmetics may not be sold there; see its requirements.
- If a customer reports a rash, burn, swelling, or other serious reaction, preserve order and lot details, escalate to the manufacturer or responsible compliance contact, and determine whether reporting, recall, or marketplace notification is required. Do not diagnose casually, delete complaints, or pressure a customer to change a review.
Market the product without overclaiming
Use education and demonstration to explain what the product is, how it feels, how it is used, and what a customer can reasonably expect. A useful initial content set includes a product demonstration, ingredient or texture explanation, use-case video, objection response, customer FAQ, routine or comparison post, and packaging or fulfillment view. For repeat-purchase products, add compliant email capture and replenishment reminders.
Creator or affiliate relationships should be disclosed clearly. Build sampling and commissions into the margin calculation. Avoid medical outcomes, exaggerated transformations, or claims that a product is universally safe; customer feedback can inform improvements but does not replace substantiation.

Days 1–7: choose and verify
- Define one customer, use case, product format, price range, and differentiator.
- Select handmade, private-label, custom-formula, or authorized wholesale sourcing.
- Review intended use and all planned claims for drug implications.
- Collect supplier records, test documentation, and channel-specific approval requirements.
Days 8–14: prepare the product and economics
- Finalize and review the label, ingredient declaration, directions, warnings, and lot process.
- Determine applicable MoCRA obligations and whether an exemption genuinely applies.
- Photograph the packaging and product; calculate channel-specific contribution margins.
- Choose one primary channel and configure payment, shipping, returns, and customer-support procedures.
Days 15–21: build and test
- Create a complete listing with accurate size, ingredients, directions, warnings, and restrained claims.
- Test checkout, packaging, shipping workflow, and customer notifications.
- Prepare a small set of demonstration and educational content.
- For Amazon or TikTok Shop, complete category qualification and submit only requested documentation.
Days 22–30: launch, learn, and adjust
- Launch one to three SKUs with controlled inventory and a defined price.
- Track views, add-to-cart activity, conversion, average order value, refunds, repeat purchase, complaints, and contribution margin.
- Review feedback and batch records; investigate clustered product complaints or shipping damage.
- Adjust pricing, packaging, listing clarity, or content based on evidence before expanding channels or inventory.
Which platform should you start with?

Do not launch everywhere at once unless inventory, customer service, listing maintenance, and compliance operations are ready. Marketplaces can help with discovery; an owned channel can support longer-term customer relationships. Their rules determine what customer communications are permitted.
