Amazon said the change was intended to strengthen collaboration and culture, while employees questioned both the policy and Garman’s account of worker support.
What Matt Garman said about Amazon’s return-to-office policy
At an AWS all-hands meeting on October 17, 2024, Garman defended Amazon’s plan to move applicable office-based employees from three days in the office to five. Reuters reported the remarks after reviewing a transcript of the meeting. Garman’s message was that employees who did not want to work that way could find jobs elsewhere. Reuters’ account of Garman’s comments describes a blunt defense of the policy, not a written resignation directive.
Garman argued that working in person would make collaboration, learning and innovation easier than having employees work remotely on different schedules. He also said nine out of 10 employees he had spoken with supported the change. That was his description of conversations, not the result of a published company-wide survey: no sample size, question wording or methodology was reported.
Who announced the five-day policy, and who did it cover?
Amazon CEO Andy Jassy announced the change in September 2024. The new expectation was scheduled to begin in January 2025, replacing the previous three-day-per-week office expectation for covered employees. Contemporary reporting specified January 2 for applicable staff. Reuters reported on the policy announcement.

The rule was aimed primarily at corporate and other office-based employees, not every person in Amazon’s global workforce in the same way. Warehouse, logistics, field and retail roles have different work arrangements. Coverage also described exceptions for exceptional circumstances, but the exact scope and approval process were not established in the public accounts cited here. The Guardian reported that Garman gave manager-approved work from home for focused work in a quiet environment as an example of flexibility. The Guardian’s report on the remarks and exceptions does not define a universal exception process.
Amazon’s stated reason for bringing staff back
Jassy said Amazon wanted to make it easier to invent, collaborate, learn from colleagues and strengthen workplace connections and culture. Amazon’s announcement pointed to informal encounters—such as conversations after meetings—as opportunities for ideas to emerge. These are the company’s stated reasons, not proof that a five-day schedule produces better productivity or innovation in every role. Why employees objected
Objections included commuting time and expense, the view that remote work had been effective, and disruption to childcare, elder care, housing and family arrangements. Some workers had accepted jobs or moved under different remote or hybrid expectations. Employees also questioned whether office attendance was necessary for cloud-computing work and whether leadership had offered evidence for its claims about collaboration. For workers unable or unwilling to comply, Garman’s comment made the possibility of leaving especially salient.
On October 30, more than 500 Amazon employees signed a letter urging AWS to reverse the mandate. They challenged Garman’s characterization of support, calling its basis “non-data-driven,” according to Reuters. The letter is evidence of organized employee opposition, but it does not establish how all Amazon employees viewed the policy. Reuters reported on the employee letter.

Was the policy a way to make employees quit?
Some employees interpreted a strict office mandate as a “soft layoff”: a policy that could prompt workers to leave without a formal round of job cuts. The concern is understandable where a new schedule imposes substantial commuting, relocation or caregiving burdens. But Garman’s remarks do not establish that Amazon set a departure target or designed the policy as a headcount-reduction program.
Amazon framed the change as a collaboration and culture decision. In November 2024, Jassy denied that the mandate was a backdoor layoff or intended to force attrition. Reuters reported Jassy’s denial. The available statements establish a dispute over purpose, not a definitive finding about the policy’s motive or its eventual effect on staffing.

What the remarks do—and do not—mean for employees
Garman’s comments were not themselves a formal resignation order, and they do not determine how Amazon would classify a particular employee’s refusal to comply. Whether a departure is treated as a resignation, termination or another kind of separation depends on the facts, company policy and applicable law. Legal questions can also involve disability accommodations, employment agreements, written remote-work commitments, relocation terms and the effects of a policy on protected groups. An employee trying to understand their own situation should check whether their role is covered, what their assigned office and attendance requirements are, and whether any written agreement or accommodation applies. Before resigning or refusing a directive, it is prudent to keep relevant written communications, review company policies and agreements, and seek advice from an employment lawyer or relevant labor agency about consequences such as benefits, severance or unemployment eligibility. Those outcomes cannot be determined from Garman’s meeting remarks alone.
