The Court denied the pause in October 2025; after Google and Epic reached a settlement, it dismissed the appeal in March 2026 without deciding the legal questions. The U.S. changes to Google Play’s payment and app-distribution rules are still being implemented.
What Epic’s lawsuit challenged
Google Play is both a storefront for Android apps and a system for distributing, billing for, and promoting them. Epic argued that Google’s rules restricted developers’ ability to direct users to other payment options and made rival app stores harder to discover and compete with. Epic’s broader aim was to make alternative app distribution and payment channels more viable.

Google disputed the claims and challenged the remedies imposed after Epic’s antitrust victory. The case was about the rules and competitive structure of Google Play—not simply a request for Google to pay damages. The Supreme Court docket identifies the case as Google LLC v. Epic Games, Inc., No. 25-521. The Court’s docket records the case’s procedural history.
What the injunction changed in the United States
Google’s developer guidance says the relevant injunction changes took effect on October 29, 2025, after the Ninth Circuit upheld the changes. The requirements apply in the United States; they should not be assumed to describe Google Play rules worldwide. In broad terms, the injunction requires Google to:

- Let developers communicate with users about app availability and pricing outside Google Play.
- Permit links from apps to external downloads and transactions.
- Allow alternative in-app payment methods rather than requiring Google Play Billing in every Play-distributed app.
- Allow developers to charge the same price whether or not a user pays through Google Play Billing.
- Facilitate access by third-party U.S. Android app stores.
These requirements affect more than Epic’s own apps. Their reach across eligible developers and the U.S. Android ecosystem helps explain why Google argued that the injunction went too far and could affect security, privacy, platform integrity, and its business model.
What Google asked the Supreme Court to decide
Google filed its petition for a writ of certiorari on October 27, 2025. It asked the Court to review three legal questions, rather than merely to reverse a financial penalty:
- Less-restrictive alternatives: Under antitrust’s rule-of-reason framework, must a plaintiff prove that proposed, less restrictive alternatives could achieve the challenged conduct’s procompetitive benefits?
- Duty to deal: May a court require a company to deal directly with competitors without first determining that court-ordered dealings would remedy the antitrust violation?
- Standing for remedies: Must a private plaintiff establish Article III standing for each proposed remedy before a court issues an injunction?
Those questions went to the legal basis and scope of the remedies. Google’s petition set out its arguments; the filing itself did not mean the Supreme Court had agreed to hear the case.

Why Google wanted the injunction paused
Alongside its appeal, Google sought a partial stay—an order temporarily pausing parts of the injunction while it pursued Supreme Court review. Google argued that the requirements would affect how apps are distributed, marketed, and monetized, and raised security and privacy concerns about external payment routes and third-party app stores.
Those risks were Google’s position, not a finding that every alternative store or payment route is unsafe. The debate also appeared in a brief from computer-security experts; arguments by amici are not rulings by the Court.
Justice Elena Kagan referred Google’s stay application to the full Court, which denied it on October 6, 2025. That left the injunction in effect while the petition proceeded. Denial of a stay was not a decision on the merits of Google’s appeal.

Why the Supreme Court appeal ended
Google and Epic entered a new settlement agreement on March 4, 2026, according to Google’s developer guidance. The parties then jointly sought dismissal of Google’s Supreme Court petition. The Court dismissed it under Rule 46 on March 9, 2026.
The distinction matters: the Supreme Court did not decide whether Google’s legal arguments were right or whether Epic’s were wrong. The Court denied a request to pause the injunction, then dismissed the appeal after the parties’ joint stipulation. A dismissal after settlement is not an affirmance or reversal on the merits.
What developers can expect from Google’s U.S. programs
Google’s developer-policy guidance describes how it is implementing the U.S. changes. It says alternative-billing and external-content-link programs are available to eligible U.S. developers. Those options do not necessarily eliminate fees: developers using the specified programs must begin reporting applicable transactions and successful downloads and paying relevant service fees on October 1, 2026. Google’s guidance does not establish one universal fee for every developer or program.

External links and alternative billing
Eligible developers can use external-content links and alternative billing under the applicable program rules. Choosing an outside payment route means a developer must assess the full transaction—not just the platform fee—including payment processing, tax collection, fraud prevention, refunds, customer support, and reporting requirements.
Third-party app stores
Google says third-party U.S. Android app distribution platforms and app stores could begin onboarding to its Third-party App Store on Play Program on July 15, 2026, and that the program took effect July 22. Google also says it began providing app listings to third-party U.S. Android app stores on July 22 unless developers opted out. That does not mean every rival store automatically receives every app or that users will find those stores equally easy to discover.

For users in the United States, the changes may make alternative payment options, external purchase links, and rival Android app stores more accessible in some cases. They do not guarantee lower prices, because developers set prices and alternative payment arrangements have their own costs. Nor does the existence of an alternative store establish how well it handles app screening, updates, refunds, parental controls, or user support.

The practical impact will depend on developer participation, how rival stores reach users, and how the programs work in practice. The injunction’s implementation and enforcement remain consequential even though Google’s Supreme Court appeal has ended. The settlement did not erase the injunction, and the appeal’s dismissal did not resolve every operational question about fees, adoption, discoverability, or safety.
Do not confuse Google’s case with Apple’s
Google’s petition, No. 25-521, was dismissed in March 2026. Apple’s separate Epic litigation has a different docket and procedural status: the Supreme Court docket for Apple Inc. v. Epic Games, No. 25-1311, records a petition granted in part on June 30, 2026. That action concerned Apple’s case, not Google’s dismissed appeal.
