In April 2018, the Department of Defense directed that Huawei and ZTE devices stop being sold at U.S. military bases and be removed from DoD stores worldwide, according to a later account by the Federal Communications Commission. That action applied to military-base and DoD retail outlets; the cited record does not say it banned private stores from selling the devices or prohibited individuals from owning or using them.
What the Pentagon’s action covered
The FCC’s January 2020 account says the Defense Department announced the measure in April 2018. It named Huawei and ZTE, ending sales at U.S. military bases and directing removal of their devices from DoD stores worldwide. The account does not give an exact day for the announcement. The FCC’s Federal Register order is the official source for this retrospective description.
The distinction matters: the action concerned sales through military-base outlets and inventory in DoD stores. It should not be described as a general consumer-retail ban. The cited account does not establish that private retailers were barred from selling Huawei or ZTE devices, or that people who already owned them were forbidden to keep or use them.
Why the government raised security concerns
The FCC’s order describes the Commission’s national-security rationale, including concerns about Huawei’s ties to the Chinese government and military apparatus and the possibility of government access under Chinese law. It also recounts concerns about ZTE, references reports and legislative actions, and summarizes a 2018 report funded by the Department of Homeland Security’s Science and Technology Directorate concerning vulnerabilities in a number of ZTE mobile devices.

These are the government’s stated concerns and the FCC’s account of cited evidence, not a claim that every Huawei or ZTE model was independently tested or found vulnerable. The FCC’s summary of the DHS-funded report should not be stretched into a finding about every ZTE product.
How the military retail action differs from later federal rules
Several federal measures involving Huawei and ZTE are easy to conflate. They regulate different activities and were issued by different authorities:

| Measure | What it regulates | Scope |
|---|---|---|
| DoD retail action, announced April 2018 | Sales and inventory in military-base and DoD retail outlets | No Huawei or ZTE device sales at U.S. military bases; removal from DoD stores worldwide, as recounted by the FCC. |
| FCC Universal Service Fund order, 2020 | Use of federal Universal Service Fund support for covered companies’ equipment or services | A funding restriction, distinct from the DoD retail action. See the FCC order. |
| Federal procurement and contracting provisions | Covered equipment or services in specified government acquisition and contracting contexts | These are not general consumer-retail restrictions. Relevant materials include DFARS 252.204-7018, DoD Section 889 guidance, and DoD acquisition regulations, Subpart 4.21. |
Procurement clauses and related restrictions can depend on their current text, applicable exceptions, and waivers. The linked acquisition materials are the appropriate place to check the requirements that apply to a particular government contract; they do not change the scope of the 2018 retail action.

The 2018 announcement explains why Huawei and ZTE devices disappeared from military-base and DoD store channels. By itself, it does not answer whether a particular phone was available through a private retailer, whether a carrier supported it, or what other restrictions applied to a specific product or transaction. Those questions require a separate, current source and should not be inferred from the Pentagon’s store policy.
