What was proposed for Wanneroo Road?
PerthNow reported on 21 June 2025 that Burk Fuel had proposed a $2.1 million service station at Lot 402, 986 Wanneroo Road. The plan described a 150-square-metre convenience store, four fuel bowsers and eight refuelling bays, with the station operating 24 hours a day, seven days a week. These are details of the proposal as reported, not confirmation of a completed development. PerthNow’s report covered the plans and objections.
The report placed the site immediately beside St Anthony’s Primary School and across Wanneroo Road from Wanneroo Primary School. It also said the proposed station would be less than 50 metres from an existing petrol station and would be the eighth along the stretch of Wanneroo Road between Ocean Reef Road and Joondalup Drive.
Why did the proposal face opposition?
PerthNow reported that 184 of 193 public submissions objected. The underlying submission summary was not independently reviewed, so the figure and the concerns below should be understood as reported by the news outlet.

- School and child safety: Objectors raised concerns about locating a fuel station beside one primary school and across the road from another.
- Emissions and pollution: Submissions raised fuel fumes and the possibility of fuel leaking into the ground and affecting nearby residents, children, properties and animals.
- Traffic: Objectors questioned the effects of additional vehicle movements around the site and nearby schools.
- Other possible uses: Some submitters said the site could instead support community facilities, retail, medical services, parks or other amenities.
One anonymous objection quoted by PerthNow described the concern as “Wanneroo becoming (the) City of Petrol Stations,” reflecting unease about the concentration of fuel outlets in the area.
What did the City say about traffic and environmental concerns?
City officers’ reported assessment relied on technical reports addressing traffic, emissions and noise. PerthNow quoted officers saying: “The application is supported by technical reports which address concerns surrounding traffic, emissions and noise.” That indicates what the City said it considered; it is not independent confirmation that every risk has been eliminated.

Traffic estimate
The traffic impact assessment was reported to estimate 1,644 vehicle trips per day, with half expected to be passing trade already travelling on the road. This is a forecast relayed by PerthNow, not an observed count of traffic generated by an operating station.
Emissions and pollution controls
According to PerthNow, City officers said emissions and potential environmental pollution affecting nearby sensitive uses would be managed through requirements imposed on the operator during the Dangerous Goods Site License process and with reference to EPA guidelines. The licensing controls and their enforcement would therefore matter alongside the planning approval; the available reporting does not establish the precise requirements ultimately imposed.

Why could officers recommend approval despite the objections?
City officers reportedly considered the proposal appropriately located and designed, consistent with the locality and compatible with surrounding development. They also said the privately owned site’s owner could propose development and that the City assessed applications against the applicable local planning scheme. In other words, the assessment was framed around planning rules and the proposal’s assessed impacts, rather than whether most public submissions supported it.
PerthNow reproduced this statement from City officers: “The proposal is appropriately located and well designed, providing consistency with the surrounding locality, and is compatible with the existing surrounding development.” That is the officers’ planning judgment as reported, not a finding that the objections were absent or that every concern was resolved to objectors’ satisfaction.

Who made the decision, and what is the latest reported status?
The City’s role in a DAP application is to assess it and prepare a report recommending approval or refusal, potentially with proposed conditions. The City says the application falls within the Metro Outer DAP process. Its recommendation was not the panel’s final decision. The City of Wanneroo explains its DAP role.
PerthNow reported on 21 June 2025 that the City recommended approval and that the Metro Outer DAP was due to consider the application on 24 June. A later AreaSearch listing identifies DAP/24/02775 at Lot 402, 986 Wanneroo Road as approved on 24 June 2025. The AreaSearch listing is secondary reporting; the primary DAP decision notice and conditions have not been located. The available sources also do not verify whether construction commenced or whether the station is operating.
