The increase shows that overall sales rose during a period of cost-of-living pressure; it does not establish that pressure had no effect on individual spending or explain why sales climbed.
What the $160 million increase measures
The reported totals compare Lotterywest ticket sales in two financial years: $1.38 billion in FY 2023–24 and $1.22 billion in FY 2022–23. PerthNow described the difference as a $160 million year-on-year rise. These are aggregate sales figures, not a measure of how much a typical household spent.
PerthNow also reported that annual ticket spending per adult rose by $40 to $584 for the 12 months to June 2024. Its illustration of that amount as about $11 a week is an average-spending comparison, not evidence that every adult bought tickets weekly or spent the same amount.
Which games and events featured in the report
PerthNow reported FY 2023–24 sales of $494 million for Powerball and $363 million for Saturday Lotto. It linked the increase with activity around Tuesday and Thursday Oz Lotto draws and several jackpots, including a record $200 million Powerball draw in February 2024. That is reported context, not a causal analysis showing what drove the annual increase.

The figures concern sales of lottery games and tickets, including syndicate play discussed in the report. They do not compare game odds, ticket prices, prize structures, or expected returns.
What the figures do—and do not—say about household budgets
The report juxtaposed rising sales with cost-of-living pressures. It cited polls in which 40 per cent of locals expected their finances to worsen over the next 12 months, and more than half of WA families said they had substantially cut back on food and entertainment. Those findings are reported by PerthNow; the underlying survey reports, samples and methods are not established here.

Rising total sales can coexist with financial strain, but the totals cannot show whether people spent more, fewer people bought tickets, or spending changed in some other way. Poll figures, retailer comments and customer anecdotes provide context, not proof that cost pressures either did or did not change individual buying decisions.
Lotterywest’s reported community allocations
Lotterywest said $373 million went to the WA community through grants and statutory allocations in FY 2023–24. Its 30 July 2024 statement broke that down as follows:

Lotterywest describes itself as a state-owned and operated lottery and says available profits return to the community through grants. That is the operator’s description of its model; the allocation figures do not show how lottery participation affected any individual player’s finances.

The headline’s contrast between a cost-of-living crunch and the “lotto dream” is striking, but the evidence supports a narrower conclusion: Lotterywest’s reported sales rose in FY 2023–24 while financial pressure was a public concern. It cannot establish that the pressure had no effect on purchases or that jackpots caused the increase.

Lotterywest’s spokesperson said the operator encourages players to “set and remain within a budget that is appropriate for them.” For anyone choosing to play, that means treating tickets as discretionary spending and setting a limit that does not compete with essentials, bills, debt payments or savings goals.
