The City of Stirling in Western Australia adopted a $350.1 million budget for 2024/25, with an average residential rates increase of 2.95%. The City said the average equated to $37.22 per resident; it was not a fixed increase for every property. The decision was announced on 26 June 2024.
What the City of Stirling adopted
The City adopted a revised 2024–28 Corporate Business Plan alongside its 2024/25 annual budget. The City described the average residential rates increase as one of the lowest in metropolitan Perth and below inflation. That comparison is the City’s characterization; the announcement does not provide a like-for-like dataset for neighboring councils.
PerthNow reported that the plan passed 13–1 and the annual budget passed 11–3. Those vote counts were reported by PerthNow, rather than in the City’s budget announcement.
What the rates figure means for a household
The 2.95 per cent figure is the City’s average increase for residential rates, and $37.22 was the City’s stated average equivalent per resident. Neither figure establishes the exact change to an individual property’s rates bill. A household’s bill should be checked against its own rates notice rather than inferred from the average.

Where the budget allocated funding
The City highlighted allocations across infrastructure, public spaces, community facilities and other projects:

The City also said it would increase funding for tree planting and protection of its 502 parks and reserves, investigate an environmentally sensitive Coastal Boardwalk concept linking Scarborough and Trigg, and extend Hutton Street to Walters Drive. Other planning and land-management work included progressing advertising on Local Planning Scheme No. 4, beginning an updated Planning Strategy, and site investigation and monitoring at Hertha Reserve.

Safer Suburbs and the announced rebate
The City’s announcement described the $800,000 Safer Suburbs allocation as including CCTV installation and network improvements, as well as $150,000 for a rebate. Examples named for the rebate included security screens or locks, home alarm systems, and security and sensor lighting. The announcement did not set out detailed eligibility rules, application dates or current availability, and naming a product category does not establish that a particular purchase qualifies. Check current City of Stirling information before relying on the rebate.
Projects the City expected to progress in 2024/25
When the budget was announced in June 2024, the City forecast that two major projects would reach completion during 2024/25: the Terry Tyzack Aquatic Centre outdoor pool redevelopment in Inglewood was expected to open in mid-2024, and the Hamersley Public Golf Course redevelopment was due to finish in summer 2024. Those were forecasts made at the time, not confirmation in the announcement that either project was subsequently completed.
