The Australian Government awarded the City of Vincent $980,000 through Housing Support Program Stream 1 for a study of transport and utility infrastructure capacity—not for building homes. The City said it was the only Western Australian metropolitan local government to receive the grant, while nine local governments across WA received funding.
What the $980,000 grant funds
The funding is for the City of Vincent Servicing and Infrastructure Capacity Study. The Australian Government’s successful-project list identifies its purpose as supporting future land-use planning, transport planning and infrastructure projects, and records the award as $980,000. The federal project list confirms the award and amount.
This is planning and assessment work, not a direct construction grant for new homes. The City described the Housing Support Program as supporting the delivery of 1.2 million new homes over five years; that is the program’s stated objective, not a claim that the Vincent grant itself will build homes. In its 25 July 2024 announcement, the City said the study would assess existing service levels and help guide its own capital works and upgrades by State Government agencies.
Why the City says Vincent was the only Perth metro recipient
The City’s 25 July 2024 announcement said Vincent was the only Western Australian metropolitan local government to receive a Housing Support Program grant, and one of nine WA local governments funded. The federal list confirms Vincent’s award but does not establish the City’s comparative claim, so the “only” distinction is attributable to the City.

The City connected the study to State Government growth targets for Vincent: 11,500 additional dwellings and 25,000 additional people by 2050. These are future targets reported by the City in 2025, not growth already achieved. In the 2024 announcement, Mayor Alison Xamon said the City needed to assess how ageing assets would cope with increasing density and population.

The intended output is a picture of existing capacity to inform future planning and infrastructure decisions. The award does not, by itself, mean that any resulting upgrades have been funded or completed.
Grant amount and study contract are different figures
The City’s tender register lists Arup Australia Pty Ltd as the contractor for the Housing Supply & Infrastructure Study, with a contract price of $577,009 excluding GST. That is the listed consultancy contract price; it is not the amount of the federal grant. The City’s 2025/26 business plan lists finalising the study as an initiative funded from the $980,000 grant.

The latest directly relevant City update in the sources cited here, published 21 July 2025, said the study was underway and expected to be completed in 2026. The tender register lists the Arup contract term through 16 January 2026, and the City’s 2025/26 corporate business plan includes finalisation as an initiative. The available City sources do not confirm that the final report has been completed or published.

An earlier Western Australian funding schedule lists a planned completion milestone of 30 May 2025 for project HSP1-0216. That earlier date is a scheduled milestone, not confirmation of completion; the later City update anticipated completion in 2026. The WA funding schedule lists the milestone, while the City’s July 2025 update provides the later status. The 2025/26–2028/29 Corporate Business Plan also lists finalisation as an initiative.
