South Perth Council did not approve a payment for owners of vacant homes. On 23 April 2024, councillors voted 8–0 to ask the City’s CEO to report on possible incentives for owners of unoccupied homes to offer them as long-term rentals, and for owners of vacant land to develop it. A later City status report says the item was addressed at Budget Workshop four, but does not spell out an adopted scheme, budget or eligibility rules.
What South Perth Council actually decided
The motion, moved by Cr Mary Choy, asked the City to investigate possible strategies. It connected bringing empty homes into long-term rental and developing vacant land with rental supply and neighbourhood amenity. The City’s 2024 resolutions status report later records the matter as addressed as part of Budget Workshop four. That entry does not describe the workshop’s conclusions or establish that Council implemented a program. What the 16.4% unoccupied figure means
PerthNow reported that more than 1,100 private dwellings in South Perth—16.4%—were recorded as unoccupied in the 2021 Census. This is a Census-time figure, not a current vacancy rate or a count of homes known to be continuously empty and ready to rent. PerthNow, 5 May 2024.

The council motion noted that non-occupancy could have different explanations, including second or holiday homes, regional or fly-in fly-out work, and Census non-response. The figure does not reveal how long each dwelling was empty, whether its owner intended to rent it, or whether it was suitable for immediate rental. Cr Choy’s motion framed long-term vacant blocks and empty homes as a concern for neighbourhood life: “Long-term vacant blocks for land banking purposes and empty homes … are generally not great for a vibrant and thriving community.” That is the councillor’s stated rationale, not a measured finding about the effect of an incentive scheme. How the local proposal differs from WA’s $5,000 grant
The State Government’s Vacant Property Rental Incentive Scheme was a separate program, not the result of South Perth Council’s motion. The distinction matters: the local motion sought investigation of possible incentives for both rental conversion and land development, while the State grant was for eligible owners bringing vacant residential properties into long-term rental.

What owners and renters can take from the records
Owners should not treat the 2024 Council vote as an available South Perth incentive: the cited records do not set out a local program or application route. Renters likewise should not assume that the Census figure represents homes about to enter the market. The records establish a request for investigation and a later status notation, not a measured increase in rental listings, a reduction in rents or an outcome for tenants.
