That figure describes the council’s total rates revenue compared with the prior year—not a guaranteed 2.95% increase on every property’s rates notice.
What the City of Perth decided for 2024/25
PerthNow reported on 18 July 2024 that the City of Perth Council had adopted a $299 million budget for 2024/25, including a 2.95% increase in rates yield. The City’s 2024/25 Annual Budget independently records a 2.95% like-for-like increase in rates yield.
The 2.95% is a comparison of the City’s overall rates yield, or rates revenue across properties, on a like-for-like basis. It is not a statement that each property owner’s bill will rise by that percentage.
What the budget figures do—and do not—show
PerthNow’s July 2024 report put expected rates revenue at about $107 million and forecast a $6 million surplus for the 2024/25 financial year. These are reported expectations, not verified final collections or an audited year-end surplus.

- $6 million: the surplus forecast for 2024/25, as reported by PerthNow.
The available figures do not establish the final audited surplus or the amount of rates ultimately collected for that year.
Will an individual rates bill rise by 2.95%?
Not necessarily. The City calculates property rates using the property’s Gross Rental Value (GRV) and the rate in the dollar adopted by Council; minimum rates may also apply. Because a property’s valuation can change differently from other properties’ valuations, its bill may rise or fall by a different percentage than the overall rates yield.

What rates help fund
The City’s current rates information says rates support services and facilities including roads, footpaths and public spaces; household waste and recycling; parks, playgrounds and gardens; and libraries and community facilities. This is general current context, not a breakdown of how the 2024/25 budget allocated each dollar.

Why the Lord Mayor described the increase as low
PerthNow attributed the 2024/25 budget’s priorities to then Lord Mayor Basil Zempilas, who described them as having “liveability, sustainability and prosperity front and centre.” The report also quoted him saying, “For the third budget running, we’re delivering one of the lowest rate rises in major councils.” That is his characterization as reported by PerthNow, not an independently established comparison of council rates.
