Cisco announced a fiscal 2023 restructuring plan on November 16, 2022, estimating about $600 million in pretax charges and saying approximately 5% of its global workforce could be affected. The 5% figure was an estimate of employees affected—not a confirmed final layoff count—and the $600 million covered more than severance.
What Cisco announced in November 2022
Cisco’s November 16, 2022 announcement concerned a restructuring plan for fiscal 2023. In a filing with the U.S. Securities and Exchange Commission, the company estimated approximately $600 million in pretax charges and said the plan could affect approximately 5% of its global workforce. These were estimates in the announcement, not a final accounting of realized costs or a verified count of employees who ultimately lost their jobs. Cisco’s November 2022 SEC filing
How many employees were affected?
Cisco estimated that approximately 5% of its global workforce could be affected. That describes the potential reach of the plan, not the number of people confirmed to have been laid off. Reuters reported Cisco said its employee count would be roughly the same at the end of that fiscal year as at the start, reflecting workforce changes that included hiring and role changes alongside cuts. An unchanged overall headcount does not mean no employees were affected; it means the reported total was not expected to fall substantially. Reuters coverage via Euronews
Was the $600 million a severance payout?
No. The estimate covered the plan’s total pretax charges, not just severance payments. Cisco’s filing listed severance and other one-time termination benefits, real-estate-related charges, and other costs. It characterized the estimated charges as primarily cash-based. The filing did not say that the entire $600 million would go to employees.

- SWITCH PORTS: 16 -Port 10/100/1000
- SIMPLE: Plug-and-play without a need for IT know-how or support.
- FLEXIBLE: Extensive portfolio provides ultimate flexibility from 5 to 24 ports and PoE combinations
- PERFORMANCE: Gigabit Ethernet and integrated quality-of-service (QoS) intelligence optimize delay-sensitive services and improve overall network performance.
- INNOVATIVE DESIGN: Elegant and compact design, ideal for installation outside of wiring closet such as retail stores, open plan offices, and classrooms
Why did Cisco say it was restructuring?
Cisco said the plan was intended to rebalance the organization and enable further investment in key priority areas. It expected to reinvest substantially all cost savings and said overall cost savings were not expected to be material for future periods. In other words, the stated purpose was to shift resources and organizational capacity, rather than present the plan as a major source of ongoing savings.
When was the plan expected to be completed?
Cisco expected to substantially complete the plan by the end of fiscal first-quarter 2024. That was the company’s forecast in its November 2022 filing; the filing does not establish that the estimate or schedule was ultimately met exactly as announced.

How the 2022 plan differs from Cisco’s 2026 plan
Cisco announced a separate restructuring plan on May 13, 2026. Its later filing estimated up to $1 billion in pretax charges, with approximately $450 million expected in fiscal fourth-quarter 2026 and the remainder in fiscal 2027. Cisco tied that separate plan to investment in silicon, optics, security, and AI. Those figures and priorities belong to the 2026 announcement, not the 2022 plan. Cisco’s May 2026 SEC filing
