Catalina Plaza in Clarkson: What’s Planned and What’s Approved

Catalina Plaza is planned as a supermarket-led local centre in Clarkson, but its building-permit status, construction start and opening date are not confirmed in the cited sources.

Catalina Plaza is the proposed Catalina Green Neighbourhood Centre on Expedition Drive in Clarkson. The approximately $14 million project was reported conditionally approved in February 2025, but the available sources do not establish whether its building-permit condition was cleared, whether construction has begun, or when it will open.

What is planned for Catalina Plaza?

The proposal is for a local shopping and services centre on Lot 3128, within the Catalina Estate. Planning Solutions’ application report describes the site as 1.985 hectares, about 34 kilometres north of Perth’s CBD. Satterley Property Group and project traffic consultant Transcore described a planned 1,400-square-metre supermarket and 19 retail tenancies.

The application describes a broader mix of specialised retail and commercial tenancies, two fast-food tenancies, landscaping, parking and vehicle access. PerthNow’s 25 February 2025 report additionally listed a cafe, two fast-food outlets in the car park, and nine other fast-food or store tenancies. These are descriptions of proposed scope, not a confirmed final tenant list or evidence that any particular operator has committed to the centre. Design and access in the application

The application proposes a pedestrian link through the site and a plaza or civic space beside Kuranda Road. The City of Wanneroo’s design review supported the proposal in principle while recommending further attention to the public-domain layout, landscaping, paving and tree shade; the application report says design updates followed. These are application-stage details, not confirmation of the final or built design.

Transcore says it worked as traffic engineer on traffic assessments and approvals. That describes the consultant’s role; it does not establish how traffic will perform once the centre is operating.

Has the development been approved?

The City of Wanneroo endorsed the Catalina Green Neighbourhood Centre Local Development Plan on 19 April 2023, according to the application report. PerthNow reported on 25 February 2025 that the City and State planning officials had approved the development the previous week through the Metropolitan Development Assessment Panel.

PerthNow reported that approval was conditional: a qualified consultant’s revised acoustic report had to be reviewed and accepted by the City before a building permit could be issued. The cited sources do not establish whether that condition was later satisfied or whether a building permit has since been granted. Approval of the development application should therefore not be read as confirmation that the project is ready to build.

When will Catalina Plaza open?

No opening date is confirmed in the cited sources. They also do not verify a construction start or completion date. The February 2025 approval report, by itself, cannot establish the project’s current on-site status or schedule.

What concerns were raised about the proposal?

PerthNow reported that the October 2024 application advertisement received 26 submissions: 10 in support, 15 objections and one comment that took no position. The reported concerns included the centre’s proximity to Tamala Park Landfill and potential odour, how waste from the centre would be managed, and the proposed liquor store’s proximity to childcare. These counts describe submissions reported for that consultation, not the views of all Clarkson residents.

PerthNow said the liquor store was removed from the final proposal. It also quoted the application report’s description of internal, vermin-proof waste stores and internal exhausts for managing fast-food odours. Those are features and claims described in the application, not independent findings about how the centre will operate. PerthNow’s 25 February 2025 report.

How does the proposal fit Catalina Estate’s growth?

Catalina Regional Council describes the wider Catalina Project, across Clarkson and Mindarie, as planned for around 2,500 lots and approximately 6,000 residents when complete. By July 2026, the council reported 2,004 lots built, 2,078 sold and 1,610 homes constructed. These are estate-wide figures; they do not show how many people currently live near the proposed centre or indicate progress on Catalina Plaza itself.
