The proposed $35 million Woodvale Corner shopping development was refused by the Western Australian Planning Commission’s Statutory Planning Committee on 10 December 2025. Joondalup joined Wanneroo in opposing the commercial proposal. The site is now the subject of a separate residential subdivision application, which had not been determined as of 8 October 2026.
What happened to the $35 million shopping-centre proposal?
The former application covered 567 Wanneroo Road and 20 Ancestor Retreat, Woodvale. The Department of Planning, Lands and Heritage (DPLH) lists its value as $35 million and records that the Statutory Planning Committee refused it at its meeting on 10 December 2025. The proposed commercial centre included a supermarket, self-lock storage warehouse, caravan-storage car park, bulky-goods showrooms, childcare centre, gym, service station, fast-food outlets and associated parking. PerthNow reported on 8 October 2026 that the committee vote was 5–3 against the proposal and that more than 1,200 of 1,463 submissions opposed it. The official register confirms the refusal and date, but does not state either the vote tally or the submission count in the material available there; those figures should therefore be understood as PerthNow’s reporting, not as details confirmed by the register. Why were Joondalup and Wanneroo involved?
The commercial proposal followed the Part 11B significant-development pathway. Wanneroo was the responsible local government, while Joondalup was referred the proposal because the site is close to the boundary between the two local-government areas. The official FAQ says both local governments had 60 days to submit comments. Joondalup’s opposition was part of the earlier commercial proposal process; it does not determine the outcome of the current subdivision application. DPLH significant-development FAQ

What is proposed for the site now?
A separate application seeks residential subdivision of the same site. It is not a revised version of the refused shopping-centre application, and the commercial refusal did not itself approve housing. The official subdivision FAQ identifies Urban & Regional Planning Solutions (WA) as applicant on behalf of Strategic Property Group. PerthNow reported on 8 October 2026 that the plan proposes 70 residential lots across 3.5 hectares, with R30 density, lots ranging from 262 to 549 square metres, and 3,580 square metres allocated for public open space and drainage. The report says the layout includes internal roads, with primary access from Woodvale Drive and a secondary connection to Ancestor Retreat. How will the subdivision application be assessed?
The DPLH FAQ says the site is designated Urban under the Metropolitan Region Scheme and Urban Development under the City of Wanneroo District Planning Scheme No. 2. Technical documents commonly provided for a structure plan accompany the application. The assessment is to consider orderly and proper planning and consistency with the established planning framework; those designations are relevant context, not an approval of the proposed lots. The FAQ identifies several assessment topics:
- Land use and density: consideration against strategic documents, planning codes and State policies.
- Traffic: assessment against the WAPC’s Transport Impact Assessment Guidelines (2016). PerthNow reported that the application’s traffic impact assessment estimates about 560 weekday vehicle trips. That is an estimate in a submitted assessment, not a measured traffic count. PerthNow’s report
- Environment: consideration of the submitted Environmental Assessment Report and Landscape Concept Plan, with referrals to relevant agencies. - Nearby heritage: consideration of adjoining heritage, including Cockman House and the Yellagonga Regional Park Precinct, through referral to the Heritage Council.

What is the application’s status, and what should residents do?
PerthNow reported that consultation on the subdivision ran from 23 September to 7 October 2026 and that the WAPC was expected to determine the application later. As reported on 8 October 2026, the WAPC had not yet made that decision. The decision remains pending unless and until the Commission determines the application.
Comments submitted on the former commercial application do not carry over to this separate subdivision process. Anyone wishing to comment on the subdivision must make a separate submission through the current application process.
