What China committed to buy
On October 30, 2025, U.S. Treasury Secretary Scott Bessent said China would purchase 12 million metric tons of U.S. soybeans during the then-current season, with the stated period running through January. Reuters reported the announcement after Bessent described it in a Fox Business interview. Reuters, October 30, 2025
Bessent separately described a broader commitment of 25 million metric tons per year for the next three years. It was not an extension of the 12-million-ton seasonal target: one was an initial, time-limited purchase commitment, while the other was an annual pledge covering subsequent years.

The available reporting attributes both commitments to U.S. officials. It does not include direct Chinese government confirmation or the underlying agreement’s legal text, so it does not establish the pledge’s legal enforceability.

Did China follow through on the 12 million tons?
Yes, according to Bessent’s statement reported by the Associated Press on January 20, 2026: China had fulfilled the initial 12-million-ton commitment. AP said USDA data showed more than 8 million tons in reported purchases by January 8, before later orders and Bessent’s completion statement. That interim USDA figure was not the final reported total; the article noted a lag between official purchase data and the buying Bessent said had occurred. Associated Press, January 20, 2026
Completion of the initial seasonal target does not, by itself, show whether the separate annual pledge has been met. In May 2026, Reuters reported that investors and traders were watching how China would fulfill the broader commitment. Bessent then said the soybean purchases under the agreement were “all taken care of,” but that statement was not a shipment-by-shipment accounting of the three annual totals. Reuters, May 14, 2026

How large was the initial target relative to past buying?
Reuters reported that China bought 22.5 million metric tons of U.S. soybeans in the prior season and averaged 28.8 million metric tons across the previous five September-to-August crop seasons. Against those comparisons, the 12-million-ton initial commitment was smaller than both the prior-season purchase and the five-season average. These are historical comparisons, not forecasts of future imports.
The distinction matters for farmers and markets: a major buyer’s return can support demand, but a purchase target below recent buying levels does not alone indicate an expansion in U.S. exports. Ted Seifried, chief market strategist for Zaner Ag Hedge, said the agreements were “not numbers that are unattainable,” but also did not support the idea of expanding the U.S. soybean export program.

Why the announcement moved soybean markets
The announcement followed a tariff dispute that had halted purchases of the current U.S. harvest, Reuters reported. Traders had anticipated renewed Chinese demand around the Trump–Xi meeting, and Reuters reported that three cargoes totaling about 180,000 tons were sold to Chinese state-owned importer COFCO shortly before the summit. Those cargo sales were an early market development, not evidence that the full 12-million-ton commitment had already shipped.
Reuters reported that the most-active Chicago soybean futures contract closed up 1.2% at $11.07¾ per bushel on October 30, 2025, a 15-month high. U.S. export prices rose by $20–$30 per metric ton that week, according to the same report. Those figures describe the historical market reaction to the announcement, not current prices.

The American Soybean Association’s president, Caleb Ragland, called the news “a meaningful step forward to reestablishing a stable, long-term trading relationship that delivers results for farm families and future generations.” Bessent similarly framed the deal as a benefit for U.S. soybean farmers. The market response reflected expectations of renewed demand, but futures and export-price moves do not establish how much product was ultimately delivered.

China’s purchases have increasingly come from South America. Reuters reported that the United States supplied roughly 20% of China’s soybean sourcing in 2024, compared with 41% in 2016. Reuters’ May 2026 account put the U.S. share at 15% in 2025. AP, in its January 2026 report, said Brazil accounted for more than 70% of China’s soybean imports in the prior year and the U.S. supplied 21%. These shares refer to different reporting periods and measures; they should not be combined into a single trend calculation.
