It was a request—not a confirmed advertising ban. The City’s March 2026 agenda documented continuing work on a broader policy, but the available official records do not establish whether the letter was sent, whether oOh!media agreed, or whether any advertisements were removed.
What did Melville ask its advertising partner to do?
The 18 March 2025 resolution asked the CEO to request that oOh!media voluntarily restrict alcohol and “unhealthy food” advertising on the bus shelters it installed and maintained for the rest of its contract. The motion covered alcohol as well as food advertising, even though the issue was sometimes described publicly in terms of unhealthy-food posters.
The resolution’s wording matters: Council requested voluntary action from the advertising partner. It did not itself establish that a restriction took effect. The City’s 18 March 2025 agenda records the resolution.
Was this a ban on advertising at every Melville bus shelter?
No. The request concerned shelters installed and maintained by oOh!media, not every shelter in the City. The Council also asked officers to explore a wider City policy and future contract terms, which were separate strands of work.

What else did the 2025 resolution set in motion?
Alongside the voluntary request, Council asked the CEO to investigate and report on the feasibility of a policy restricting alcohol and unhealthy-food advertising on or in City-owned property. It also asked the City to:

These measures reflect different routes and timeframes: a voluntary request during an existing contract, and work on a possible City policy or requirements for future arrangements. The March 2025 City report summarized legal constraints under the then-current contract; it did not establish that the City had adopted a binding advertising prohibition.
What was the status of the broader policy work by March 2026?
The City’s 17 March 2026 agenda said work was progressing in stages. A Healthy Food Outdoor Advertising Model Policy, being developed by Edith Cowan University and Cancer Council WA with a Local Government Association reference group, had been delayed from late 2025 to late 2026. The model was intended to help provide consistency across Western Australia.

Officers had prepared a report recommending that the City defer that component while awaiting the model policy. The same agenda said inspections of City-owned and managed community, sport and recreation facilities had found no major concerns about unhealthy-food and alcohol advertising. These updates describe work and a recommendation; they do not establish that a final policy was adopted.
For context, PerthNow reported in October 2024 that Council voted 7–5 to have officers prepare a report on the impact of prohibiting alcohol and unhealthy-food advertisements on shelters. That was a preliminary step, not the March 2025 voluntary request itself.

What remains unconfirmed?
The available official agendas establish what Council requested and describe the City’s policy work through March 2026. They do not establish whether the CEO sent the requested letter, how oOh!media responded, whether specific advertisements were withdrawn, or whether a final City-wide policy was later adopted.
