The arrangement can let the outside rider move on to another delivery, but available reporting describes a local workaround—not a newly formalized job that has spread across China. The floors are difficult or slow to reach, not literally unreachable.
How the handoff works
Secondary reports describe a two-stage delivery at some Shenzhen towers. The restaurant order first travels with a platform courier; at the building entrance, the courier hands it to a runner, who takes it through the building to the customer.
- Restaurant to entrance: The platform rider collects the meal and brings it to the tower.
- Entrance to runner: At the reported sites, a helper takes the order from the rider.
- Runner to customer: The helper handles the inside-building leg, including access and the trip upstairs.
The sources describe examples, not a measured or standardized service. They do not establish how many buildings or workers are involved, or whether the helpers are employed by a platform, a building, or another party. Futura-Sciences and Cadena SER report the Shenzhen practice, but neither provides a primary labor dataset. Futura-Sciences’ report and Cadena SER’s report, published October 8, 2025 should therefore be read as accounts of local examples, not evidence of a nationwide occupation.
Why split a delivery into two legs?
The division may make sense when a building’s elevators are crowded, access is restricted, or the interior trip takes long enough to disrupt a courier’s next stop. The outside rider can leave after the handoff, while someone already available at or near the property completes the final leg. That is an operational rationale, not proof that every site uses runners or that the arrangement always saves time.

A handoff creates a practical accountability question—who has the order if it is delayed, damaged, or delivered to the wrong place? The reports cited here do not establish standard procedures for resolving those issues.

A separate Shanghai case shows how building rules can matter
In a distinct 2023 incident, Xinmin Evening News reported that couriers collecting food from a food court on the third floor of a Shanghai building were barred from using two elevators. Riders described climbing the stairs and delays; the landlord cited elevator maintenance and safety concerns. This was not the Shenzhen runner arrangement, and it does not show that all buildings restrict couriers. It does illustrate how property access rules can affect the final leg. Are meal-delivery drones taking food straight to high-rise floors?
The cited Chinese drone examples describe route-based delivery with designated handoff points, not drones bringing meals directly to upper-floor apartment or office doors in the reported runner arrangement.
Shenzhen’s reported drone workflow
Shenzhen Government Online described Meituan drone operations using predetermined routes, a control room, rooftop launch hubs, and human handoffs. It reported 120,000 Shenzhen drone deliveries in 2022. That is a historical city figure for drone deliveries, not a count of current service, runner activity, or direct-to-floor drops. Shanghai’s West Bund network
On September 22, 2026, Shanghai Municipal Government/Jiefang Daily reported that the West Bund low-altitude delivery network had entered commercial operation after a trial, with nearly 20 restaurant brands participating. The report said the network handled more than 100 orders on a weekend day during the trial; that is not a representative daily average. It also attributed to a Meituan business representative a cumulative total of more than one million commercial orders since the company began exploring delivery in 2017. These figures describe drone-network operations, not food carried upstairs by runners or delivery to apartment floors. Shanghai Municipal Government/Jiefang Daily’s report.

What is—and is not—established about this “new job”
- Secondary reports support the existence of an entrance-to-customer helper arrangement at some Shenzhen high-rise sites.
- The available evidence does not establish how widespread it is, how many people do it, or whether it is a formal occupation.
- No primary labor or earnings dataset in the cited reporting establishes a typical wage or employment status. Any pay figure from an individual account should not be treated as representative.
- Building access and elevator delays offer a plausible reason for dividing the delivery, but the reports do not show that skyscraper height alone made the floors impossible to reach.
