The term covers mission-driven institutions such as Community Development Financial Institutions (CDFIs), community banks and credit unions, nonprofit loan funds, and online microlending intermediaries. They channel financing toward people, businesses, and projects that may be underserved by conventional finance—but a lender’s community focus does not guarantee approval, favorable terms, or a measurable local economic impact.
What is a community lending platform?
It is a broad label for organizations or services that connect capital with borrowers in a particular community or underserved market. Some are financial institutions that lend directly; others are funds or online intermediaries that work with local organizations. Their products, legal status, eligibility rules, and borrower protections can therefore differ substantially.
In the United States, a key example is a certified Community Development Financial Institution. The U.S. Treasury CDFI Fund certifies specialized organizations serving low-income communities and people who lack access to financing. Certification criteria include a community development mission, financing activity, service to a target market, development services alongside financing, and accountability to that market. CDFIs can be regulated banks or credit unions, as well as non-regulated loan or venture funds. The CDFI Fund explains its certification criteria.
How community lending can support local economies
Community lenders direct financing toward uses such as mortgages for first-time homebuyers, community facilities, and businesses in low-income areas. Some also pair financing with development services. These activities can address gaps in access to capital, but lending volume or an institution’s mission alone does not establish that a particular loan created jobs, improved borrower welfare, or caused neighborhood-wide growth.

Available figures describe different slices of activity and should not be combined into a single market total:
- CRA-reported lending: Institutions reporting 2024 Community Reinvestment Act (CRA) data reported more than $138 billion in community development loans during 2024, 9 percent above the reported 2023 amount. The FFIEC released this figure in 2025. It covers lenders subject to and included in this reporting, not every lender or every form of community finance. See the FFIEC’s 2024 CRA fact sheet.
- CDFI lending: CDFI loan originations reached $67 billion in 2022, more than double the 2018 level; CDFI loan sales reached $14.2 billion in 2022, also more than double 2018. These figures cover 2018–2022 and were reported by the Federal Reserve Bank of New York in 2024. They measure CDFI activity, not the same population or category as the CRA total. A 2025 Federal Reserve Bank of Richmond survey adds a view of how CDFIs describe their role: 56 percent of respondents identified expanded access to financial products, flexible underwriting, or tailored loan terms as a distinctive value of the sector. That is a respondent-reported value proposition, not a feature guaranteed by every CDFI. Read the survey findings.
How the main community finance models differ
CDFIs
CDFIs operate in all 50 states, the District of Columbia, Guam, and Puerto Rico, according to the CDFI Fund. They include banks and credit unions as well as non-regulated funds. The CDFI Fund describes financing for homebuyers, community facilities, and businesses in low-income areas; each institution sets its own products, underwriting, service area, and application process. Use the CDFI Fund’s research and data resources to begin identifying certified institutions.
CRA-reporting banks and other lenders
CRA statistics summarize activity reported under a specific framework. They are useful for understanding reported community development lending, but they are not a census of community finance and do not show the causal effect of each loan. A CRA-reporting institution may offer community development financing without being a CDFI.

Online microlending intermediaries
An online interface may connect lenders and borrowers while local organizations perform essential intermediary work. A World Bank assessment describes platforms such as Kiva working with local microfinance institutions that source borrowers and support repayment. This illustrates a model, not current platform eligibility, geographic coverage, loan terms, repayment rates, or returns. Read the World Bank’s assessment.
How to find and compare a community lender
Start with the borrower’s location and purpose: a lender may serve a defined region, borrower group, or type of project. The CDFI Fund’s research and data page is a starting point for finding CDFI information, but contact any prospective lender to confirm that it currently serves your area and offers the financing you need.

For each viable option, verify the actual terms directly rather than assuming that “community” means cheaper or easier to obtain:
- Eligibility and geography: Ask which borrowers, business types, uses, and service areas qualify, and whether income or community criteria apply.
- Purpose and scale: Confirm eligible uses, minimum and maximum loan amounts, and repayment term.
- Total cost and repayment: Compare the interest rate, fees, payment schedule, collateral requirements, and consequences of late payment.
- Underwriting and support: Ask how the lender evaluates applications, whether terms can be tailored, and whether technical assistance or other development services are available.
- Intermediaries and accountability: For an online option, identify any local partner and ask who selects and services borrowers. For a mission-driven lender, ask how it serves and remains accountable to its target market.
- Evidence of impact: Separate money lent, loans originated or sold, and measured outcomes. Those are different claims; lending activity alone does not prove local economic growth.
What the figures do—and do not—show
The CRA and CDFI figures establish substantial lending activity within their respective definitions and periods. They do not form an all-lender total, and they do not by themselves demonstrate jobs created, borrower gains, or neighborhood effects. Treat local economic strengthening as the purpose and potential of community finance, then assess the institution, loan terms, and available outcome evidence for the specific opportunity.
