But the complete company-by-company table is not available in the excerpt, so a verified worst-to-best order cannot be given. The survey’s price figures are useful context—not current quotes: respondents reported an average of $86 per day including taxes and fees, while National averaged $73 per day.
What Consumer Reports’ 2024 survey says
Consumer Reports surveyed 6,236 people who had rented a car in the previous 12 months. Its accessible Spring 2024 excerpt names National as the only company rated highest for overall satisfaction. It does not show the full set of ratings, so it cannot establish which company came last or provide a complete ranking. Consumer Reports’ survey excerpt
Survey respondents reported paying an average of $86 per day, including taxes and fees—about $600 per week. National’s reported average was $73 per day. These are survey averages, not prices you can expect for a particular trip; your quote depends on dates, location, vehicle, taxes, fees, and rental terms.
Why there is no verified worst-to-best list
A ranking needs the underlying scores for every company being compared. Because the accessible Consumer Reports excerpt does not include its complete company-by-company table, naming other companies or assigning them positions would go beyond the available evidence. In particular, a separate organization’s scores cannot be used to fill gaps in Consumer Reports’ ranking: the surveys differ in date, participants, scale, and method.

How other 2024 and 2025 ratings compare
Other studies offer context, but they are not Consumer Reports results and should not be merged into its order.

The J.D. Power study evaluates ease of rental; pick-up and drop-off; trust; vehicle; staff; value for price paid; and digital tools, in that order of importance. Its airport-focused results use a different scale and survey design from Consumer Reports’ member survey, so National’s first-place result there is not a missing Consumer Reports ranking position.

ACSI’s 2025 scores also differ substantially from its own prior-year results for some brands: National was 71 in 2025 after 84 in 2024, while Enterprise led the 2025 group at 78. These ACSI figures should be interpreted within that study rather than treated as equivalent to Consumer Reports ratings.
What the ratings can—and cannot—tell you about cost
A satisfaction rating does not determine the cheapest rental for your dates. Consumer Reports’ $86 daily average includes taxes and fees; its National figure of $73 is a survey average. Neither is a live quote or a guarantee that National will be less expensive for your trip.

Compare the complete checkout price for the same dates, pickup location, vehicle category, driver details, and included protections. Check whether the quote includes taxes, airport or location charges, mileage, fuel terms, and cancellation restrictions. A low advertised base rate may not be the lowest final cost.

ACSI reported higher satisfaction among people who booked directly through a rental brand’s app or website than among third-party bookers. It also found that third-party bookers reported complaints 32% more frequently than the industry average. That is an observed association, not proof that the booking channel caused the difference. Compare the final price and terms on both channels, including any differences in changes, cancellations, and support responsibility.

For a practical choice, treat satisfaction rankings as one input alongside the total price, the pickup and return arrangements, vehicle needs, and the booking terms you would actually accept. The available Consumer Reports excerpt supports identifying National as its highest-rated overall-satisfaction company, but not naming a worst-rated company or reconstructing the full order.
