What happened to the proposed ethanol tariff?
In 2025, the Congressional Research Service (CRS) reported that Canada had announced plans for a proposed second list of U.S. goods that could face 25% retaliation. That list included nonbeverage ethanol, alongside products such as meat, dairy, baked goods, additional fruits and vegetables, and tree nuts. CRS described the list as proposed; its report does not establish that Canada implemented an ethanol tariff. CRS report
The Department of Finance Canada’s counter-tariff list, reviewed for measures effective September 8, 2026, contains no ethanol entry. That answers whether ethanol appears on that current list, but does not establish its treatment under every other customs measure or provincial fuel rule. Department of Finance Canada tariff list

The later 2026 measures are a distinct episode from the 2025 proposal. The U.S. Trade Representative’s July 20, 2026 statement characterized U.S. Section 338 measures in relation to autos, alcoholic beverages, and dairy. USTR statement

Why the issue matters to U.S. ethanol exporters
Growth Energy, an industry association, reported that the United States exported 675 million gallons of ethanol to Canada in 2024, valued at $1.5 billion, and that Canada accounted for approximately 35% of all U.S. ethanol exports. These are Growth Energy’s figures, submitted in its October 2025 comments for the 2026 National Trade Estimate process; they are not independently verified here. Growth Energy submission
Those figures explain why a tariff proposal drew attention: Canada is a substantial destination for U.S. ethanol exports according to the industry group. They do not show that a tariff was imposed, or quantify any actual tariff-related loss.

What the current list does—and does not—tell you
- Established: CRS named nonbeverage ethanol on a proposed 2025 second-round list, and the current Canadian counter-tariff list reviewed for measures effective September 8, 2026, has no ethanol entry. CRS report Department of Finance Canada tariff list
- Not established: The sources reviewed do not explain why ethanol appeared on the proposal but not on the current list, whether it was formally withdrawn, or what decision led to that outcome. They do not support attributing the result to negotiations, lobbying, or a particular policy change.
- Separate issue: Growth Energy also cited British Columbia’s renewable-fuel market and a provincial domestic-production rule, estimating 64 million gallons and $115 million at stake. Those are the association’s estimates about a provincial market-access issue—not the proposed federal retaliatory tariff. Growth Energy submission
