For a U.S. PayPal Debit Card, usually not: a purchase that exceeds the funds available in your PayPal Balance Account will generally be declined. A negative balance can still happen in limited situations, such as when a merchant’s final charge differs from its preauthorization, but that is money you owe—not routine overdraft protection or a credit line.
What happens if you try to spend more than your PayPal balance?
PayPal’s U.S. PayPal Debit Mastercard Cardholder Agreement ties card authorization to the funds available in the Balance Account. It says a transaction, including fees, above the card’s available spending balance will be declined. In the agreement’s words: “If the amount of any transaction, inclusive of any fees charged by the Issuer, PayPal, or by any third party (for example, an individual ATM operator) exceeds your Card’s available spending balance, your transaction will be declined.”
An attempted card purchase above the available balance does not automatically trigger an add-money transaction—even if you have configured automatic additions to your Balance Account. PayPal also says the debit card cannot currently draw on PayPal Credit; it uses money available in the PayPal Balance account. See PayPal’s PayPal Credit and Debit Card help page.
How can the balance become negative?
The agreement describes limited exceptions to the usual decline rule. If a transaction is approved and PayPal is unable or otherwise fails to decline an amount above the value available to the card, you agree to repay the excess promptly. Separately, a merchant may request a preauthorization for an amount different from the final charge. PayPal may debit the actual transaction amount even if it makes the Balance Account negative, and you remain responsible for the negative amount.

Preauthorization holds can reduce what you can spend
A hold is not necessarily the final purchase amount. The agreement gives examples: a fuel pump may request up to $175, while restaurants, hotels, car rentals, or similar merchants may request the purchase amount plus up to 20%. A hold can temporarily reduce the funds available for other transactions, so a card may be declined even if you expect the final charge to be lower.
PayPal’s agreement says a fuel-pump hold may last up to ten days after final settlement. Certain other holds may last up to ten days, thirty days if an authorized transaction is abandoned, or sixty days for car rentals. These are agreement terms, not a guarantee of the duration for any particular merchant or transaction.

Why is your PayPal debit card declined when you have money?
The relevant amount is the balance available to spend, which can be lower than the amount you expect because of pending authorizations or holds. Check your available Balance Account funds and recent Activity for pending transactions, and consider whether a merchant requested a larger preauthorization than the eventual charge. An automatic add-money setup does not itself guarantee that an over-balance card attempt will be funded.
What to do if your PayPal balance is negative
A negative balance is an amount you are responsible for; it does not mean PayPal granted overdraft coverage. First, review recent Activity to identify the transaction or account event behind it. PayPal’s negative-balance help page lists possible causes such as a bank-funded payment that could not be covered, a dispute, a card-issuer chargeback, a refund, a seller-protection reversal, or suspected unauthorized activity. That page is localized for India, so its country-specific instructions should not be treated as U.S. policy. If you suspect unauthorized activity, use PayPal’s Resolution Center.

The U.S. card agreement says an excess amount must be repaid promptly, but the cited U.S. terms do not establish one universal repayment deadline or a complete collection sequence. Check the current terms and account notices that apply to your U.S. account. The U.S. PayPal Balance Terms and Conditions also say that if a Balance Account or associated account has a negative balance while a withdrawal is pending, the withdrawal must be reinitiated after the negative balance is fully paid or an applicable hold or limitation is lifted.
