Tax refunds follow the rules of the country where you bought the goods; returns follow the retailer’s policy. A duty-free purchase does not automatically qualify for a second tax refund.
First, identify which kind of refund you mean

These are separate processes. The EU’s consumer guidance distinguishes airport duty-free shopping from a VAT refund for eligible goods exported with the required documents: EU VAT refunds for visitors from outside the EU.
Can you claim VAT or GST back on purchases?
There is no universal “duty-free refund” procedure. The rules depend on where you bought the goods, where and when you leave the relevant customs area, your residency or traveller status, the store’s participation, the goods, and the required validation. Before paying, ask the shop whether it participates, what documents it will provide, whether fees apply, and what the export deadline is.
Check the current tax or customs authority guidance for the country of purchase and your departure route. In particular, confirm the spending threshold and whether the goods must be unused or presented for inspection. A qualifying purchase is not a guarantee of a particular refund amount.

The thresholds are not interchangeable: Schiphol’s figure is per shop on the same day, while Portugal’s is stated excluding VAT. Follow the rules for the place where you bought the item rather than applying another country’s minimum.
What to do before leaving
- At the shop: Confirm that the retailer participates and ask it to register or document the purchase as required. Keep the invoice and any tax-refund form or digital transaction record.
- Before departure: Check the export deadline, the airport or customs validation point, and whether the goods must be unused or shown. Keep the goods accessible if inspection may be required.
- At the departure point: Complete the required customs validation, digital validation, or kiosk steps before leaving. Do not assume a shop receipt by itself completes the claim.
- After validation: Follow the local payment instructions. The airport validation point may not be the entity that pays you; payment can go through the retailer or a refund partner, and administrative costs may apply.
Can you return something bought at a duty-free shop?
Usually, the retailer’s own terms determine whether it accepts a return or exchange. Find the seller on your receipt and ask about the return deadline, required condition, packaging, excluded product categories, and where the item must be returned. Keep the receipt and warranty information; do not assume the airport’s general returns desk handles every shop’s sales.

For example, Heathrow says its Returns Promise does not process World Duty Free purchases and directs customers to World Duty Free. Qatar Duty Free also publishes its own return and exchange conditions. These are retailer-specific examples, not a universal duty-free return policy: Heathrow returns information and Qatar Duty Free terms and conditions.
Japan’s tax-free refund method changes for purchases from November 1, 2026
Japan Tourism Agency guidance says a refund method applies to purchases made from November 1, 2026, after customs confirms export. The agency states: “The refund will be provided by each tax-free shop or by a refund service provider entrusted by the shop.” Check with the specific shop for its process and payment details: Japan Tourism Agency tax-free shopping guidance.

What information is needed for a specific answer?
To work out whether a particular purchase may qualify, identify the country where it was bought, your residency or traveller status, the retailer, the item and purchase date, and your final departure point. For a return, provide the retailer, item, purchase date, and whether it is unused or defective. Those details determine which authority’s rules or seller’s terms apply.
