Workplace Violence After an Attack: How to Tell Whether Workers Are Paying the Price

Workplace violence ranges from threats to homicide, but available statistics do not establish a broad pattern of employers tightening rules and shifting costs to workers. A specific claim requires evidence about the response and its effects on workers.

Workplace violence can range from threats and intimidation to assaults and homicide. But the available evidence does not establish that CEOs broadly impose new restrictions after attacks—or that employers routinely shift the resulting costs to workers. To make that claim responsibly, examine a specific incident, the employer’s documented response, and its effects on workers’ hours, duties, pay, privacy, or safety.

What counts as workplace violence—and who faces the risk?

OSHA’s definition covers threats, harassment, intimidation, and physical violence; it is not limited to mass shootings. Risk varies with the setting and work: factors OSHA identifies include exchanging money with the public, working alone, late-night shifts, service and care work, and volatile interactions. A security policy that makes sense at one site may not address the hazards at another. OSHA’s workplace-violence overview describes the range of hazards and prevention measures.

Official statistics show that the impact is uneven, but they measure different things and should not be conflated:

Nonfatal injury cases requiring days away, job restriction, or transfer (DART) The U.S. Bureau of Labor Statistics recorded 57,610 private-industry workplace-violence cases during 2021–2022, an annualized rate of 2.9 per 10,000 full-time-equivalent workers. Fatal workplace injuries due to violent acts OSHA reports that 740 of 5,283 fatal workplace injuries in 2023 were due to violent acts, including 458 homicides. OSHA workplace-violence overview
Emergency-department-treated nonfatal injuries NIOSH estimated about 529,000 workplace-violence injuries treated in hospital emergency departments over the combined 2015–2019 period. This is a different measure and period from BLS DART cases. NIOSH bulletin, 2022
Workplace violent-crime victimization A federal report summarized by NIOSH gave a 2019 rate of 9.2 nonfatal workplace violent crimes per 1,000 workers age 16 or older. This crime-victimization measure is distinct from injury surveillance. NIOSH bulletin, 2022

None of these figures measures how many employers tighten rules after an attack, how many workers are affected by such rules, or how much money or time workers lose because of them.

What should an employer do after an incident?

OSHA’s guidance treats prevention as an ongoing process: assess the worksite and its hazards, use controls suited to those risks, and involve workers. After an incident, the response should include reporting, appropriate medical and trauma-informed care, investigation, corrective action, and discussion with workers about what should change. OSHA’s October 2024 workplace-violence fact sheet outlines prevention and post-incident considerations.

For workers, training or a new rule is not proof that a hazard has been addressed. A meaningful assessment asks whether the measure fits the actual risk and whether staffing, equipment, procedures, and worker input work together. OSHA cautions that “Nothing can guarantee that an employee will not become a victim of workplace violence.”

When does a safety response become a cost to workers?

A policy may impose a burden even when its stated purpose is safety. For a specific workplace, check what changed and who bears the effect:

  • Time and pay: Did workers gain unpaid duties, lose hours, or have to arrive early or stay late for checks or training?
  • Staffing and duties: Did the employer add coverage, or leave workers to manage a new procedure alone? Did duties or shifts change?
  • Privacy and access: Did monitoring, searches, entry rules, or other controls change, and were workers consulted?
  • Reporting and retaliation: Can workers report problems or challenge an ineffective measure without fear of punishment?
  • Effectiveness: Did the employer assess whether the measure reduced the site-specific hazard and correct problems afterward?

To establish that workers paid a price, a report needs evidence—not just an executive’s stated concern or the timing of a new policy. Useful records include the policy itself, schedules, payroll data, staffing plans, worker accounts, and follow-up assessments. Compare the conditions before and after the incident, and distinguish an actual loss from an inconvenience or a proposed change.

What do workers’ rights and OSHA’s limits mean?

OSHA says it has no specific workplace-violence standard, while also stating that workers have a right to a safe workplace. Its guidance describes workers’ ability to raise safety concerns without retaliation, access injury records, and request an OSHA inspection when they believe a serious hazard exists. OSHA’s complaint information explains how to raise a concern. The agency’s FAQ says: “Although OSHA has no specific standard on workplace violence, workers have a right to a safe workplace.” OSHA workplace-safety FAQ

OSHA’s October 2024 fact sheet says a retaliation complaint must be filed as soon as possible and no later than 30 days. Deadlines and available remedies depend on the circumstances and applicable law, so workers should verify current requirements for their jurisdiction rather than rely on a general summary. What recent Oregon cases do—and do not—show

Oregon OSHA’s 2026 newsletter describes a worker killed during a December 2025 retail robbery while working alone on an evening shift. The agency account says the employer had posted robbery instructions, maintained lighting, and used working security cameras; the employer later added an outdoor light. In a separate March 2026 robbery homicide, Oregon OSHA described an employer with a prevention program but noted that its safety committee had more managers than employees. These state-specific examples show that cameras, lighting, alarms, worker representation, and reporting procedures can all be part of a site-specific review. They do not show that any one device would have prevented either death, that the response harmed workers, or that employers nationwide impose worker-punishing policies after attacks.

How to judge the claim in a particular workplace

Ask who made the decision, what evidence identified the hazard, whether workers helped choose the response, and what changed in their pay, time, duties, or working conditions. Then look for evidence that the measure was evaluated and adjusted. Without those details, “CEOs are freaked” is a characterization, not proof of a broad trend—and “workers pay the price” remains an unverified claim about who bears the consequences.
