What to Check When Buying Steam Coal for a Power Plant

Steam-coal buyers should start with the receiving plant’s limits, align every quality value by basis and method, and make shipment sampling, dispute testing and payment remedies explicit.

There is no universal steam-coal specification that suits every power plant. Before comparing offers, confirm that each coal fits the receiving unit and its permits; then compare quoted qualities on the same measurement basis and make sampling, testing, settlement and remedies enforceable in the contract.

Start with the plant, not the quoted price

A coal offer is useful only if the fuel can be burned, handled and settled at the receiving plant. A World Bank technical planning guide treats coal type, heating value, ash and sulfur—along with plant size and location—as project-specific inputs. It does not establish universal limits for buyers.

Ask plant engineering and environmental teams to define the acceptable range for the specific unit, fuel-handling system and applicable permits before setting contract guarantees. Assess the combustion system, mills, boiler, ash handling and disposal capacity, fuel blending capability and any relevant emissions constraints. A limit that works for one plant may not work for another.

Assess fuel cost by usable energy delivered, not price per tonne alone. Heating value, moisture, ash and handling or disposal needs all affect the comparison. Specify whether heating value is gross or net; do not compare a gross value in one offer with a net value in another as if they were equivalent.

Which coal qualities should the contract specify?

Set guaranteed values, acceptable ranges and any adjustment or rejection thresholds with engineering input. The parameters below are common considerations in the cited planning and contract examples, not a universal specification. Plant engineers or permit requirements may call for additional tests.

  • Heating value: State gross or net value, units and measurement basis. Define how a shortfall affects payment or acceptance.
  • Total moisture: State the basis and test method. Moisture affects the energy available per delivered tonne and coal handling.
  • Ash: Set a plant-specific limit and consider the capacity and cost of ash handling and disposal.
  • Total sulfur: Set a limit consistent with the plant’s equipment and applicable environmental requirements.
  • Volatile matter: Include it where required by plant design or the agreed quality specification.
  • Consistency: Define acceptable variation between shipments, not just a target for a single sample.

Historical examples illustrate why broad grades should not be treated as precise guarantees. A World Bank project document describes G-grade coal spanning 3,110–3,870 kcal/kg and cites a case in which some coal supplied to India’s NTPC reached 50% ash. These are location-specific historical examples, not recommended limits, current market statistics or evidence about a prospective supplier.

Align every quoted value before comparing offers

Require the seller to state the basis, units and method next to every guaranteed number. “As received,” “air dried” and “dry” values are not interchangeable: moisture included in one basis may be excluded in another. A SEC-filed supply agreement, for example, defines “as received” by reference to ASTM and applies its specifications on that basis.

  • For heating value, state whether it is gross or net and specify the units.
  • Name the test method and edition, or set out how an updated edition will be adopted.
  • Say whether the guarantee applies to each shipment, a monthly weighted average or another defined period.
  • Define how out-of-range results, missing results and measurement uncertainty affect acceptance and settlement.

Do not compare a quality figure until its basis and method match the competing offer. If a seller quotes one basis and the plant requires another, agree in advance how the figures will be evaluated; do not rely on an informal conversion during invoice settlement.

Check source, variability and delivery arrangements

Identify the supplying mine or source and state whether substitutions require prior approval. Request historical quality results at shipment level, with the period and data supplied clearly identified. There is no universal look-back period or minimum data set established by the cited sources, so the buyer should set those requirements for the transaction.

If blending is proposed, specify where it occurs, whether it is allowed, and whether the quality guarantee applies before or after blending. A coal supply agreement filed with the SEC for Mount Storm discusses storage and blending in its delivery arrangements; that is an example of a contract treatment, not a default rule.

Define the quantity, schedule, delivery point and route, and identify the documents used for weight and quality settlement. Project tenders, including examples for Paiton and Bangladesh, specify requirements for their particular procurements; they do not establish current or universal delivery terms.

Make sampling and testing verifiable

A laboratory result is only useful if the sample represents the shipment and its collection, preparation and analysis follow agreed procedures. The contract should assign responsibility for each part of that chain.

Sampling and equipment

  • State who operates the sampler, where and when increments are taken, and which shipment or batch each sample represents.
  • Define whether either party may witness sampling and what records the operator must provide.
  • Set requirements for sampler condition, maintenance and bias testing, plus corrective action if the system fails.

A coal purchase agreement filed with the SEC specifies mechanically sampled coal and independently bias-tested sampling equipment. That provides an example of a control to negotiate, not a guarantee that any particular sampler or procedure is adequate for another plant.

Preparation, analysis and records

  • Name the applicable ASTM or other agreed methods, their editions and the qualified laboratories that may use them.
  • Specify required tests, reporting fields and turnaround time.
  • Define how samples are split, sealed, labeled, stored and tracked through chain-of-custody records.

A separate SEC-filed agreement describes daily sample splits and concurrent analyses for moisture, ash, sulfur, volatile matter and BTU. ASTM D7582 is listed for proximate analysis of prepared coal and coke samples, covering moisture, volatile matter, ash and calculation of fixed carbon. ASTM identifies moisture, ash and volatile matter as principal coal-quality parameters. Check the current edition and applicability before naming a method in a contract; a test method does not replace representative sampling or documented custody.

Retained samples and referee testing

Agree how long sealed sample splits are retained and who may request a referee analysis. Name a neutral independent laboratory or establish how one will be chosen; set challenge deadlines, shipping and testing costs, and how results are assessed against the method’s applicable reproducibility limits. State whether the referee result is binding and how it changes payment or acceptance. SEC-filed agreement examples include retained samples and independent retesting, but do not establish standard current terms.

Put quality consequences and settlement rules in writing

Connect each agreed guarantee to a defined commercial outcome. Contract examples filed with the SEC include shipment analyses, quality premiums or penalties and adjustment rights; they illustrate possible structures, not present-day market terms or legal advice.

  • Set the price adjustment formula for heating value and any other parameters that affect price.
  • Define premiums, penalties, caps or floors, rejection thresholds and any cure, replacement, suspension or termination rights.
  • Specify whether settlement uses each shipment’s result or an agreed average, and the weighting method if an average applies.
  • Set deadlines for objections and explain how delayed reports, faulty sampling or faulty analysis affect settlement.
  • Allocate independent-testing costs and state how the corrected result changes the invoice.
  • Address quantity tolerances, delivery delay, source substitutions, force majeure, insurance, ownership and risk transfer, and the applicable delivery term.

Have legal and technical reviewers check that quality provisions work with the delivery, weight and payment clauses. A quality remedy that cannot be applied to the agreed invoice or acceptance process is difficult to enforce in practice.

Compare offers on more than headline price

Use a common basis for the qualities and costs below. If an offer does not provide a value or procedure needed for comparison, request it rather than filling the gap with an assumption.

Contract protection Adjustment formulas, tolerances, rejection thresholds, retesting rights, remedies and responsibility for errors.

Buyer’s final pre-signature checklist

  1. Obtain plant-specific quality limits and confirm environmental and operating constraints with the relevant plant teams.
  2. Check every offer’s units, basis, heating-value definition, method and averaging period; request aligned guarantees where they differ.
  3. Review source history and shipment variability, and define approval requirements for source changes or blending.
  4. Agree the sampler, sampling location and timing, equipment controls, laboratory methods and reporting requirements.
  5. Set sample retention, custody, referee-lab selection, challenge deadlines, cost allocation and binding effect.
  6. Match each quality result to a clear price adjustment, acceptance decision or other remedy, and align it with delivery and invoice terms.

Numerical tender requirements and historical supply agreements are transaction-specific. They can show how buyers have framed specifications or testing rights, but should not be copied as current limits or standard contract clauses without plant, legal and technical review.
