If a UPI payment is pending or failed, first open the exact transaction in your UPI app, check whether your bank account was debited, and confirm with the beneficiary or merchant whether the money arrived. Do not pay again just because the screen is still processing: first verify the transaction with the relevant bank or merchant. The applicable refund deadline depends on whether you made a person-to-person transfer or a merchant payment.
Check the transaction before taking action
- Open the transaction history. Select the exact UPI payment and note its displayed status, date, amount and reference details. The NPCI UPI FAQ says users can view past and pending transactions in transaction history.
- Check your bank record. Confirm whether the linked account was debited and whether a reversal has appeared. Save the transaction entry and reference number.
- Check the other side of the payment. For a transfer, ask the beneficiary to check their account. For a merchant payment, ask the merchant to check its payment or acquiring-bank records. A debit from your account alone does not establish that the recipient received the money.
- Do not repeat a payment that is processing until you verify it. Google Pay’s India help advises against repeating the same payment while its merchant-payment status is processing; this is app-specific guidance, but confirming the particular transaction with the bank or merchant is prudent whichever app you use. A pending or failed label does not by itself explain what happened. NPCI’s glossary distinguishes technical declines, such as those caused by network or availability problems, from business declines, such as invalid details or limits. It also defines “deemed approved” cases in which the beneficiary bank’s credit confirmation has not arrived online. A label alone cannot diagnose an individual payment. If the payment is pending or processing
NPCI’s FAQ describes a case where the payer is debited but the beneficiary has not yet been credited as a possible delay at the beneficiary bank. Its FAQ says funds may reach the beneficiary within 48 hours after bank settlement. Treat that as FAQ guidance, not a universal settlement guarantee or a replacement for the RBI timelines below; check the specific transaction with your bank and recipient.
If the payment was to a merchant, ask the merchant to check its records before trying again. If the app provides instructions for that transaction, follow them and retain the reference details. A pending debit does not prove the merchant received payment.

Refund deadlines differ for transfers and merchant payments
The Reserve Bank of India’s circular of September 20, 2019 sets different turnaround times (TATs) for these two domestic UPI cases. T means the date of the transaction. The deadlines concern reversal when the payment has not been completed as specified; they are not a reason to assume the payment’s current status without checking the records.

These timelines and the applicable compensation are set out in the RBI circular on harmonisation of turnaround time and customer compensation for failed transactions. The circular defines a failed transaction as one not fully completed for a reason not attributable to the customer, such as a communication-link failure or session timeout.

If the app says failed and your account was debited
- Check your bank statement or account activity for a reversal, and keep the transaction reference.
- Contact your bank if the refund has not arrived. NPCI’s FAQ tells customers to contact bank support if a failed transaction debited the account and the refund has not arrived within one hour. That one-hour prompt is NPCI customer-facing guidance; it does not replace the RBI’s T+1 or T+5 deadline, which depends on the payment type.
- Use the appropriate RBI deadline in the table above to assess whether the reversal is overdue. Under the cited framework, delay beyond the applicable deadline attracts compensation of ₹100 per day, credited automatically. This applies to transactions covered by that framework; it is not an unconditional payment for every disputed or unsuccessful transaction.
What merchants should do
- Check the transaction in your payment or settlement records, then ask your acquiring bank to verify its status. NPCI identifies the acquiring bank as the merchant’s status and grievance channel.
- If the customer’s account was debited but your records do not show confirmation, do not treat the customer’s debit as proof of receipt. Ask the customer to check their UPI history and bank record, and give them the transaction reference needed to follow up.
- If goods are returned or a service is rejected, NPCI says to request a refund through the bank’s defined process. Do not promise an instant refund or a timeline that your bank has not confirmed.
Never ask a customer to share a UPI PIN, OTP or full banking credentials to investigate a payment. NPCI says bank support will never ask for the UPI PIN.

Start with the transaction in the UPI app or contact the customer’s bank. NPCI identifies participating UPI apps as a channel to raise or check a complaint. For a merchant’s transaction or settlement-status issue, the merchant should contact its acquiring bank.

If the customer does not receive redress within the applicable failed-transaction TAT, the RBI identifies the Reserve Bank Integrated Ombudsman Scheme, as amended, as an escalation route. Check the RBI’s current complaint instructions for eligibility and filing steps.
