China temporarily suspended soybean exports to China from five units operated by Brazilian companies in January 2025 after reporting pesticide-coated soybeans and quarantine pests. Brazil’s agriculture ministry said the action applied only to those five units—not every facility run by the companies or all Brazilian soy exports—and expected no effect on national negotiated export volumes. That was the ministry’s assessment at the time, not a verified final trade result.
Why did China halt Brazilian soy shipments from five firms?
On January 22, 2025, Brazil’s Ministry of Agriculture and Livestock (MAPA) said it had received two notifications from China’s General Administration of Customs (GACC) about nonconformities in soybean cargoes exported from units belonging to five Brazilian companies. MAPA said Chinese monitoring had detected soybeans with pesticide coating and quarantine pests. (MAPA’s notice)
The public notice did not name the pesticide, provide residue levels, identify pest species, or say how many cargoes or how much soy was involved. Those details should not be inferred from the ministry’s general description.
Which Brazilian soybean exporters were named?
MAPA did not identify the companies in its public notice. Reuters, citing a source, named Terra Roxa Comercio de Cereais, Olam Brasil, C.Vale Cooperativa Agroindustrial, Cargill Agricola SA, and ADM do Brasil. Reuters’ source said the first three units were suspended starting January 8, 2025, and the Cargill Agricola and ADM do Brasil units on January 14. These names and start dates were reported by Reuters’ source, not disclosed by MAPA. (Reuters report)

Reuters also reported that China’s customs authority did not respond to its request for comment. A trader at a China-based soybean crusher told Reuters that the company’s customs-clearance system would not process soybean shipments from the five named companies. That was contemporaneous reporting, not confirmation of the suspensions’ later status.
Was all Brazilian soy blocked from China?
No. MAPA said the suspensions covered only the five notified units and that other units belonging to the same companies could continue exporting to China. The action was not a blanket ban on Brazilian soy or on every operation of the five companies.

Brazil’s ministry described the suspensions as temporary. It said investigations and assessments were underway, expected the companies to submit action plans, and said it would intensify inspections of soy shipments to China, provide relevant information to Chinese authorities, and request prompt revocation. These were the ministry’s stated plans; they do not establish that China subsequently lifted the suspensions.
How much did the suspensions affect Brazil’s soybean exports?
MAPA expected no effect on Brazil’s negotiated export volumes. Reuters reported that the ministry characterized the affected volume as small and the national export impact as minimal. Those statements were forecasts at the time, not a measured final accounting of trade effects. The official notice did not give an affected cargo volume or another quantified estimate.

What is known about the suspensions’ current status?
The accessible official materials do not establish whether the January 2025 suspensions were later lifted or remain in force. MAPA’s website lists soybean-processing guidance for domestic and China-bound shipments posted September 24, 2026, but the page identifies a PDF without revealing its substantive text; it therefore does not resolve the status. A separate incident occurred in late November 2025, according to a 2026 report from the USDA Foreign Agricultural Service’s Brasilia Office of Agricultural Affairs. That report described a 69,000-ton shipment containing pesticide-treated wheat mixed with soy cargo; the wheat was not authorized for export to China. Chinese authorities suspended exports from five Brazilian soybean-exporting units after sanitary and contamination issues. The USDA report said the shipment represented less than 0.08% of Brazilian soybean exports to China through its 2025 reference point and noted that more than 2,000 plants were authorized to export soybeans to China. These figures and cargo details concern the distinct late-2025 incident, not the January suspensions. (USDA FAS report)
