PerthNow reported that the $27.5 million proposal was unanimously approved by the Metro Inner Development Assessment Panel on June 26, 2025. That approval does not confirm construction has begun or establish an opening date.
Where is the proposed shopping centre?
The proposal is for a roughly 7,633-square-metre site at the Albany Highway and Shepperton Road intersection. The Town of Victoria Park application report, prepared by Urbis, describes the site as vacant land, a public car park and landscaping; it records the area as 7,632.739 square metres. PerthNow rounded the site area to 7,633 square metres. The applicant is Woolworths (Fabcot Pty Ltd). PerthNow’s approval report and the Town-hosted application report provide those details.
What would the development include?
The plan combines a supermarket with shops, food outlets and a childcare centre. The application report gives the proposed Woolworths supermarket area as 3,755 square metres; specialty tenancies and a kiosk together as 740 square metres; food and beverage space as 256 square metres; and the first-floor childcare centre as 675 square metres of internal space.
The application schedule lists eight specialty tenancies plus a kiosk, while PerthNow describes nine specialty retail tenancies. The plans also show two alfresco areas, an outdoor play area for the childcare centre, a parcel pick-up area, pedestrian connections, covered walkways along the frontage and landscaping at the street edges. A photovoltaic zone is proposed on the roof above the supermarket. The application report and its design-review summary describe these elements.

What does the Green Star claim mean?
Five stars is a project target, not a confirmed certification. The design-review summary says the development would achieve at least a four-star Green Star design and as-built rating, with scope to reach five stars. The applicant’s response states Woolworths has a five-star target. The documents do not establish that the centre has been built, assessed or certified.
The application also proposes solar panels, waste-management measures and planting. Its landscape concept specifies retaining five mature trees, transplanting 15 existing trees, adding 28 trees within the site and planting six street trees along Albany Highway. PerthNow separately reported that 47 trees would be planted to replace trees removed. Those figures come from different accounts and should not be treated as the same planting tally. The Town-hosted application report and PerthNow provide the respective figures.

How would access, parking and traffic work?
Planning documents describe vehicle access from Albany Highway, Shepperton Road and a laneway, with parking in basement, undercroft and ground-floor areas. Parking counts differ across the documents, so there is no single figure that can be presented without qualification.

The application’s access proposal drew competing views during planning. Town comments sought left-in/left-out access on Albany Highway and raised concerns about queues and nearby intersections. The applicant argued that full-movement access was important. PerthNow’s account of the approved proposal describes left-in and left-out access from Albany Highway, plus left-in access via a proposed Shepperton Road slip lane and a left-out exit. These are planning descriptions, not confirmation of the final built arrangement. The Town-hosted transport assessment and PerthNow’s approval report describe the access and parking information.

The transport assessment estimates that the development would add about 280 vehicle trips in the weekday morning peak hour, 364 in the weekday evening peak hour and 315 in the weekend peak hour. These are modeled planning estimates, not observed traffic from an operating centre. The assessment expects parking provision to be sufficient and forecasts generally limited impacts in modeled scenarios, while also identifying wider network pressures in its 2036 assessment. The Town-hosted transport assessment sets out those estimates.

PerthNow reported unanimous approval by the Metro Inner Development Assessment Panel at its June 26, 2025 meeting and put the project value at $27.5 million. The available approval reporting and planning documents do not verify construction activity or an opening date, so a schedule cannot be stated. PerthNow quoted presiding member Karen Hyde calling it “an appropriate use for an underused and underutilised site” and saying it would add vitality, activity and economic development while improving passive surveillance.
