Are Casino Games Rigged? What RTP, Odds and Regulation Really Mean

A house edge is not the same as cheating, and RTP is not a short-session promise. Here’s what regulation can check—and what a losing streak can’t prove.

Casino games can be designed to favor the house without being rigged. Their rules give the casino an expected long-run advantage, while random results mean an individual player can win or lose in the short term. In regulated markets, testing and monitoring are intended to check that games operate as designed, but safeguards vary by jurisdiction and cannot guarantee that every game is fault-free.

Why casino games can favor the house without being rigged

In games such as roulette, blackjack and punto banco, the casino’s advantage is built into the rules. The UK Gambling Commission calls these “bankers’ games” and describes the house edge as the casino’s expected average share under normal patterns of play. That distinction matters for a player’s finances: a game can be fair in the sense that it follows its stated rules and still have negative expected value for the player over time. A losing session, by itself, is not evidence that the game was manipulated.

What RTP tells you—and what it does not

Return to player (RTP) is a machine’s designed average return as prizes across a significant volume of play. It is not a promise about an individual session. The UK Gambling Commission gives the example of an 85% RTP display: it does not mean a player should expect to get 85 pence back for every £1 staked during a visit. RTP also should not be confused with the house edge: RTP describes the designed share returned as prizes for a machine over substantial play, while house edge describes the casino’s expected advantage in a banker’s game.

Does a losing streak make a win more likely?

For a random machine, no. The UK Gambling Commission says the odds in the current game remain constant and are not affected by earlier wins or losses. A machine does not owe a player a win because it has paid out little recently.

The Commission separately describes compensated machines, which are also random but can have prize chances that vary according to prior results as part of their design. What regulators check—and what that cannot guarantee

Great Britain: testing and monitoring

In Great Britain, online games driven by a random number generator (RNG) must be tested by an approved test house before release. Operators must also monitor performance after launch against the game’s designed RTP. UK Gambling Commission: remote gambling and software technical standards.

Pre-release testing, including testing after updates, may not catch every design, implementation or operational issue. The Commission’s guidance calls for performance monitoring, alerts when results fall outside acceptable ranges, records, and investigation of confirmed issues. Actual RTP is calculated as wins divided by turnover for a selected period; volatility and the volume of play affect how far an observed figure may differ from theoretical RTP. For machines in casino premises in Great Britain, machines must meet technical standards, and specified categories must be tested by independent test houses. For the covered categories, manufacturers determine game RTP; displayed RTP for B1, B2, B3 and B3A machines must be verified by the manufacturer or an accredited test house. New Jersey: state-level oversight

The New Jersey Casino Control Commission says its Division evaluates every table game to determine whether odds are fair and requires internal controls intended to protect game integrity. The Commission’s FAQ says slots are tested by the Division’s Technical Services Bureau. It states that machines are tested to “payout at least 83 percent”; that figure is the FAQ’s account of New Jersey testing, not a universal minimum. The page’s publication date is not shown. New Zealand: requirements from 8 July 2026

New Zealand’s Online Casino Gambling Minimum Standards 2026 took effect on 8 July 2026. Among other requirements, games must operate according to applicable rules, and games simulating a physical device must use theoretical probabilities that match that real device. How to check a particular game or raise a concern

  1. Read the game’s rules and help screen. Look for its RTP, house edge or outcome probabilities, as applicable. Check whether it is described as random or compensated.
  2. Check the operator’s local licence. Confirm that the regulator covers the place where you are playing; the examples above apply only to Great Britain, New Jersey and New Zealand.
  3. Keep records if something appears inconsistent. Save the game name, date and time, stakes, transaction details, and screenshots of the rules or result.
  4. Use the relevant regulator’s complaint route. In New Jersey, the Commission FAQ identifies the Division of Gaming Enforcement as responsible for casino patron complaints and disputes involving New Jersey Internet casino permit holders. New Jersey Casino Control Commission FAQ.

Live dealer games use physical equipment such as roulette wheels and card decks, with other integrity measures around that equipment; RNG testing for online games is not the same as oversight of physical equipment. UK Gambling Commission: technical standards compliance.
