Yes. Microsoft recognized a Bethesda Game Studios (BGS) union in July 2024, after a majority of the 241 developers in the announced unit supported representation, according to the Communications Workers of America (CWA). The unit spans several job categories, but the recognition announcement is distinct from both a separate Montreal filing and the question of whether BGS has ratified a first collective agreement.
When did Microsoft recognize the Bethesda Game Studios union?
CWA announced Microsoft’s recognition on July 19, 2024. The union said a majority of the 241 developers in the announced unit supported representation by signing authorization cards or using an online portal. The announcement does not describe a conventional National Labor Relations Board (NLRB) election as the route to recognition. CWA’s announcement quotes Mandi Parker, a senior system designer and CWA member, saying workers can benefit from “bringing democracy into the workplace and securing a protected voice on the job.”
Which workers are included?
CWA described the unit as “wall-to-wall,” meaning it spans multiple occupations rather than one job category. The announcement named artists, engineers, programmers, and designers. It said U.S. members would join CWA Local 2108 in Maryland and Local 6215 in Texas. CWA’s coverage of the organizing also distinguished these U.S. workers from BGS employees in Montreal, who filed for recognition with Quebec’s labor relations board in late June 2024 to be represented by CWA Canada. That was a separate Canadian process, not part of the U.S. recognition announcement.
Does union recognition mean BGS has a first contract?
No. Recognition establishes the union as the workers’ representative; it does not itself establish that the parties have negotiated and ratified a first collective bargaining agreement. CWA’s September 14, 2026 announcement reported a “significant agreement” in effects bargaining involving BGS and several other Microsoft gaming groups. Effects bargaining addresses the consequences of a workplace change—in this case, layoffs—and is not the same as ratifying a first BGS contract. The District 2-13 announcement lists BGS alongside ZeniMax Online Studios, Customer Service/User Research, Content Technology and Operations, and id Software.

What has CWA said about later bargaining?
In a July 29, 2026 update, CWA said committee members from BGS and other ZeniMax groups met with Microsoft to discuss the effects of layoffs. The union reported that the committee was negotiating over matters affecting members, including reinstatement. This is CWA’s account of the bargaining, not an independent determination of either side’s legal position. Read the union’s update.
As of October 8, 2026, the available announcements and case records do not establish that BGS workers have ratified a first collective agreement. The effects-bargaining agreement announced in September should not be read as proof of a first contract.

What do the NLRB case records say?
Public NLRB case pages from 2026 list open cases involving Bethesda and CWA and display allegations, including refusal to bargain in good faith, refusal to provide information, and coercive actions.
