Remote work is likely to remain part of working life in Europe, especially through hybrid schedules—but it will not be available to everyone or look the same in every country, occupation or company. For workers, the practical question is less whether remote work will disappear than whether a particular arrangement offers real flexibility, manageable costs and clear boundaries around working time.
Remote work has endured, but the figures need context
Eurofound describes telework and flexible working as structural features of the EU labour market. In 2024, at least one in five EU employees teleworked or had flexitime arrangements. That combined measure is not the share who worked remotely: it includes employees with flexible hours as well as those who teleworked. Eurofound’s 2026 report also says companies that implement teleworking arrangements most often offer hybrid work, typically with two or three remote days a week. That is a description of a typical schedule among those companies, not a legal standard or an estimate of how many European workers have hybrid jobs.
Workers’ preferences and what they actually do are not the same thing. In Eurofound’s survey reporting on spring 2022, 12% of respondents were working exclusively from home, while over 60% of women and men said they preferred to work from home at least several times per month. Those are historical survey findings, not a measure of preferences or working arrangements in 2026. Eurofound’s teleworking topic page presents the results and their dates.
What “remote work” can mean in practice
Hybrid work generally means splitting work between an employer’s workplace and home or another location, but the term has no single settled definition. Eurofound’s 2023 discussion of hybrid work explores how its meaning and practice vary. The label alone does not tell you how much choice you have over your location, hours or office days.

These are practical distinctions, not a Europe-wide classification or a promise that every employer offers each option. A role described as “flexible” may still involve fixed attendance or limited control over hours.
Who is likely to have access—and where
Remote work depends heavily on the job. Work that can be done digitally and independently is more compatible with telework than work requiring a particular site, equipment, in-person service or physical presence. Access also varies by occupation, sector, skill level and country, so a broad European trend does not predict an individual worker’s options.
Location matters even when a job is technically remote-capable. Reliable internet is a practical prerequisite, and the mix of occupations in a region affects how many local jobs can be done remotely. Eurofound’s summary of its research on regional employment change notes coworking spaces among initiatives used to support remote work in rural, peripheral and marginalised areas. Such spaces can offer an alternative work location, but they do not by themselves remove occupational or connectivity barriers. Eurofound’s teleworking page summarizes this regional research.

Flexibility can help—but autonomy and boundaries matter
Telework and control over working time are associated with better work–life balance and lower burnout or exhaustion. But flexibility is not automatically autonomy: an employer may allow work from home while setting rigid schedules, high workloads or expectations of constant availability.

It also reports differences in how workers experience the risks: women are more likely to report working in their free time, while men more often report longer hours, irregular schedules and insufficient rest. Telework improves work–life balance for both, but fully home-based work may have more negative health effects for women. These findings point to the importance of how work is organized—not just where it happens. Eurofound’s 2026 report covers these working-time effects.
For a household budget, compare the arrangement’s actual costs and trade-offs rather than assuming remote work automatically saves money. Fewer journeys to work may reduce commuting expenses; working from home may affect household costs such as energy or connectivity. The balance depends on how often you travel, your location and what your employer provides or reimburses. Confirm those terms directly, since the evidence here does not establish a common European reimbursement rule.

Rules on disconnecting are developing unevenly
There is no uniform EU-wide framework that settles the day-to-day details of remote work for every employee. Eurofound reports that 13 countries had national provisions on the right to disconnect as of 2025. Coverage and practice are therefore not identical across Europe. Eurofound’s 2026 report discusses the national provisions.
On 25 July 2025, the European Commission announced a second-stage consultation with social partners on fair telework and the right to disconnect. That announcement shows the issue was under discussion; it does not mean a new EU-wide law had been enacted. The Commission’s announcement is available on its website.
Because national rules and employer policies differ, check the terms that apply to your country and job. In particular, establish how working time is recorded, when you are expected to be reachable, how overtime and rest are treated, and what arrangements exist for equipment and health and safety. Do not assume that a policy used by one employer—or a rule in one country—applies across Europe.

How to assess a remote or hybrid offer
Before making a job or household decision around remote work, get concrete answers to these questions:
- Location: Is the role fully remote, regularly hybrid, occasionally remote or primarily site-based? Which locations are permitted?
- Schedule: How many office days are expected, who decides them, and can the schedule change?
- Autonomy: Can you control when you do focused work, or does flexibility only change where you work?
- Working time: How are hours and overtime recorded? What response is expected outside normal hours, and how are rest periods protected?
- Costs and equipment: Which equipment, connectivity or travel costs does the employer cover, if any? Get the applicable terms rather than assuming reimbursement.
- Local access: Is the internet connection reliable where you plan to work, and is another suitable workspace available if it is not?
- Applicable safeguards: Which national rules, workplace agreements and health-and-safety arrangements cover the role?
These questions make a broad promise such as “work from anywhere” more useful: they reveal whether the arrangement is stable, workable and compatible with your budget and responsibilities.
The likely direction: persistence, not a universal remote-work future
The evidence points to remote work remaining a durable but uneven part of European employment, with hybrid arrangements prominent where jobs and employers allow them. It does not establish that remote work will keep expanding in every country, that every worker can access it, or that employers are moving toward one shared attendance policy. The future will depend on the work itself, workers’ practical autonomy, local conditions and the safeguards that govern working time.
