Argentina planned to launch a new “soy dollar” program on April 8, 2023, and run it through May 24, according to a Reuters report published April 5. The temporary measure was intended to encourage soybean and by-product exports by offering producers an exchange rate above the official rate cited at the time. Reuters did not report the new program’s rate, and its story does not establish whether the policy remains in effect today.
What Argentina’s “soy dollar” plan was
The plan was a temporary export incentive: producers would receive a more favorable exchange rate for soybean sales than the official rate Reuters cited in April 2023. The government’s stated aim was to bring in foreign currency and increase reserves during an economic crisis.
Reuters reported that a government source said an agreement with agro-exporting grain companies would establish a guaranteed minimum settlement for the program period. The source was unnamed; the report did not identify a specific official or disclose the proposed rate.
When it was supposed to operate
The report said the program was expected to be announced on Wednesday, April 5, 2023, and to take effect Saturday, April 8. The stated end date was May 24, 2023. These were the expected dates reported at the time, not confirmation of subsequent implementation or present-day policy.

What exchange rate was reported
Reuters cited an official exchange rate of 210 pesos per dollar in its April 5, 2023 report. It did not say what rate the new soy-dollar program would offer. The 230 pesos per dollar figure sometimes associated with earlier coverage referred to a previous scheme launched at the end of 2022, not the proposed April 2023 program.

Why the plan mattered—and what limited its reach
Argentina was seeking foreign-currency inflows as it faced an economic crisis and severe drought. Reuters reported that the Buenos Aires Grain Exchange projected 2022/23 soybean production at 25 million tonnes, which the report characterized as the worst result in 23 years. That was a projection reported in April 2023, not a final harvest figure.
The contemporary report said the expected inflows could ease economic pressure but were unlikely to significantly offset the drought’s effects. That was an expectation at the time; the report did not measure the program’s eventual impact on reserves, exports, or the economy.
