The Iowa Finance Authority announced on January 2, 2024, that the application was available, but the published deadline was August 1, 2024—or earlier if that year’s tax-credit allocation was awarded. The state’s program page says the 2026 application period is closed as of October 7, 2026; check the official page for any later application notice.
What was the 2024 application deadline?
The Iowa Finance Authority’s January 2, 2024 announcement said the application was then available. The 2024 application checklist set August 1, 2024, as the deadline, or an earlier date if the full 2024 tax-credit allocation was awarded. The published materials establish that condition, but do not establish whether the allocation ran out before August 1.
Applications were handled on a first-come, first-completed basis. Review began after all required materials arrived. If the Iowa Agricultural Development Division notified an applicant of missing documents or required changes, the applicant had 30 days to provide or correct them; otherwise, the application would be withdrawn. Iowa Code also required the application to include the agricultural lease agreement and made awards first-come, first-served subject to statutory limits. See Iowa Code § 16.81 (2024).
Who could qualify under the 2024 rules?
The 2024 materials set a maximum net worth of $833,000 and required an applicant to meet the program’s beginning-farmer criteria. Those included:

- Being an Iowa resident and at least 18 years old.
- Having adequate education, training, or experience in farming.
- Having sufficient working capital and other resources to operate a farm.
- Being an owner-operator of a farming operation.
- Meeting the 2024 net-worth cap of $833,000.
The Iowa Finance Authority’s 2024 announcement and checklist stated that off-farm income was not restricted. These are historical 2024 requirements, not a statement of eligibility for a later application year.
How the tax credit worked
The program is designed to encourage eligible agricultural asset owners to lease land, equipment, or buildings to beginning farmers. For qualifying lease agreements, the credit rate depends on the lease’s payment structure:

The rates and terms above are described on the Iowa Beginning Farmer Tax Credit Program page and in the Iowa Department of Revenue’s Other Nonrefundable Iowa Credits guidance. The county-rent ceiling is tied to the most recent survey, so check the applicable year’s program guidance before relying on it for a current lease or tax filing.

That status does not establish whether a later application period has opened.
