Yes, Amazon.fr can still offer free shipping, but a French minimum delivery charge applies to covered orders of new print books delivered to the buyer. What the French book-delivery rule requires
France’s order of 4 April 2023, in force since 7 October 2023, sets minimum delivery charges for covered orders of new printed books that are delivered rather than collected at a book retail business. The current text is listed as in force on Légifrance.

The minimum applies per order, even if the order is split into multiple parcels. Reaching €35 is not a way to qualify for free delivery: delivery still has to cost more than zero.
When collection can be free
The Ministry of Culture says free delivery is permitted when the order is collected in a book retail business. That exception should not be assumed to cover every locker, supermarket counter or other pickup point; the location’s legal status matters. Check the collection option and charge shown at checkout.

What this means for Prime and other Amazon orders
Amazon’s Prime page advertises free one-working-day delivery on millions of eligible items. That is an item-specific benefit, not evidence that every order ships free. The book rule says nothing about a general free-shipping threshold for non-book products. The sources cited here do not establish one, so check the delivery terms displayed for the product and destination rather than assuming a universal Amazon.fr threshold.

Why the rule remains in effect
The law of 30 December 2021 established the principle of minimum delivery pricing for new printed books not collected at a book retail business. After the Court of Justice of the European Union issued a preliminary ruling on 18 December 2025, France’s Conseil d’État rejected Amazon EU’s challenge on 13 May 2026. The court found the rule compatible with EU law in this case: it treated the pricing regulation as a restriction on the movement of goods that could be justified by a suitable and proportionate public-interest measure. The court accepted the stated aims of preserving balance among book-distribution channels, pluralism and cultural diversity. Its decision is summarized on the Conseil d’État website.

The Ministry of Culture’s 15 December 2025 summary of a government evaluation says the measure had positive effects for the book sector. The ministry reports that it did not penalize new-print-book sales or accelerate the decline in book-buying, probably stimulated some in-store purchases through a shift from online purchases, and encouraged booksellers to build e-commerce sites. These are the ministry’s account of the evaluation’s findings, not a claim that all observers agree. Read the Ministry of Culture summary.
In its statement following the ruling, Amazon argued that the measure harms readers and cited estimates of more than €100 million in consumer costs and 62% of French people reporting a negative effect on purchasing power.
