U.S. inflation-adjusted average domestic itinerary fares reached record lows in particular years in the Bureau of Transportation Statistics (BTS) series, which begins in 1995. That evidence does not show that every route, international flight, or the full cost of a trip is at an all-time low. The answer changes with the fare measure, comparison period, route and fees included.
How have U.S. airfares changed over time?
In BTS’s inflation-adjusted analysis, average passenger airfares rose 20.0% from 1995 to 2002, then fell 23.0% from 2002 to 2016. BTS reported a $292 average fare for 2016 and described it as the lowest in its 1995–2016 record. Those figures show a long-run decline across that later period, not a steady drop from the start of airline deregulation. BTS, Transportation Economic Trends 2017
BTS subsequently reported inflation-adjusted annual average domestic itinerary fares of $350 for 2018 and $355 for 2019, calling each the lowest since its records began in 1995 at the time of publication. Record claims are specific to the release and comparison window: the national series page now lists an annual workbook covering 1995–2025, but the figures cited here do not establish whether a later year set a new low. What does an average airfare count?
The BTS statistic is an average ticket value, not a quote for a particular journey. Its domestic itinerary data are based on sampled tickets and generally represent round trips; a one-way itinerary is included when no return ticket was purchased. Ticket value includes the airline’s charge and taxes or fees imposed by outside entities at purchase. It excludes optional services such as checked baggage, as well as frequent-flyer and zero-fare tickets. BTS, 2018 Air Fare Data

That means the statistic can help compare average ticket prices over time, but it does not measure a traveler’s entire trip bill. It also combines different routes and ticket products, so the national average cannot tell you what a specific route or traveler should pay.
Why the comparison method matters
- Inflation adjustment: Nominal fares are the dollars paid at the time; inflation-adjusted fares aim to make prices from different years comparable. BTS says its national dataset reports adjusted fares in dollars for the year of the most recent release. Do not compare adjusted figures from different releases as if they shared a dollar-year without conversion. BTS, National-Level Domestic Average Fare Series
- Average versus other fare measures: An average itinerary fare, fare per mile and median fare on a particular route answer different questions. A national average can move when the mix of routes or tickets changes.
- Ticket versus trip cost: Optional bags, seat selection and other add-ons can increase what a traveler pays beyond the ticket value counted in this series.
- Scope: The BTS record discussed here is for domestic U.S. itinerary fares, not international airfare or a worldwide history of flying.
Did deregulation make flying cheaper?
The Airline Deregulation Act of 1978 phased out federal control over U.S. domestic fares and allowed market forces to shape prices and service levels. The Department of Transportation says it no longer regulates domestic fares. Deregulation changed how fares were set; it does not, by itself, explain every later price change. The post-deregulation path was uneven. The U.S. General Accounting Office reported that real fares rose amid sharp fuel-price increases before beginning to fall after 1981. Its account also traced changes in airline market concentration through mergers and failures. Fuel costs, competition from low-fare airlines, market concentration and route characteristics all affect fares, so the law alone is not a sufficient explanation. GAO, Airline Competition (1990)

No. GAO found that fare trends varied by airport and community. Comparing 1979 with 1994 fares in 1994 dollars, the agency reported reductions of 20.0% at airports serving small communities, 10.9% at medium-sized communities and 8.3% at large communities. These group comparisons do not mean every airport in a group experienced the same change; GAO noted variation over time and location and found that some small and medium communities had less favorable trends where one or two carriers dominated and low-fare competition was scarce. Competition also changed over time. GAO reported that the five largest airlines held a combined 74% of the national market by late 1988, after their share had fallen to about 57% in 1985. How to check historical airfare for a specific question
- Choose the scope: Decide whether you mean U.S. domestic itineraries, an individual route, or international travel. The national BTS series supports only the first of those directly.
- Choose the price measure: For purchasing power across years, use inflation-adjusted fares and note the release’s dollar-year. For what travelers actually paid at the time, use nominal fares.
- Match the fare definition: Check whether the data cover itinerary tickets, fares per mile or another statistic, and whether optional fees are included.
- Compare like with like: Keep route, geography and fare measure consistent. A national average or a record-low year should not be treated as the history of one route.
- Use the current series for current records: BTS’s national fare page lists an annual workbook through 2025. Verify the workbook’s annual values before making a claim about the latest record low. BTS, National-Level Domestic Average Fare Series
