The United States approved a possible Foreign Military Sale to India of 31 MQ-9B aircraft on February 1, 2024, with the Defense Security Cooperation Agency (DSCA) estimating the proposed package at $3.99 billion. India later reported signing a contract for the 31-aircraft procurement in October 2024. The available official announcements do not establish that the final contract price was exactly $3.99 billion.
What the proposed $3.99 billion package included
The $3.99 billion figure was DSCA’s estimate for the proposed Foreign Military Sale, not a published itemized final contract price. Its February 1, 2024 notification listed 31 MQ-9B SkyGuardian aircraft and related equipment, weapons, training items and support.

These are the quantities in the U.S. government’s proposed-sale notification; they should not be read as confirmation that each item was delivered in those quantities under the later contract. DSCA’s February 2024 notification describes the sale as possible and sets out the proposed package.
Approval, estimate and contract are different stages
The headline’s $3.99 billion refers to a U.S. estimate for a possible sale. It is not interchangeable with a negotiated or signed contract price. India’s Ministry of Defence described an earlier preliminary estimate in June 2023, when it approved pursuing the acquisition but said price and terms remained subject to negotiation.

The variant descriptions also reflect different announcements: India’s June 2023 statement specified 16 Sky Guardian and 15 Sea Guardian aircraft, while DSCA’s February 2024 notification listed 31 MQ-9B SkyGuardian aircraft. The wording in the U.S. notice should not be silently rewritten as a 16/15 split.
Why the U.S. described the sale as strategically useful
DSCA said the proposed sale would support U.S. foreign-policy and national-security objectives, strengthen the U.S.-India strategic relationship, and improve India’s ability to conduct unmanned surveillance and reconnaissance patrols in sea lanes. Those are the U.S. government’s stated aims, not an independent finding about capability delivered or performance achieved.

A State Department spokesperson said the sale would provide India with “an enhanced maritime security and maritime domain awareness capability.” That describes the intended benefit; it does not demonstrate that the aircraft had already been delivered or that the stated capability had been measured.

On August 17, 2026, India announced a separate 30-month lease of two MQ-9B Sea Guardian systems for the Navy. The leased aircraft are not part of the 31-aircraft procurement contract reported in October 2024. India’s announcement of the Navy lease.
