A USPS watchdog documented a late-2023 package surge at the Bemidji, Minnesota, post office alongside thousands of delayed letters and flats. But the audit identified the sender only as a “large shipper”—it did not name Amazon—and found no similar delays at six nearby offices it visited. The evidence supports a specific local staffing and planning failure, not a nationwide claim about Amazon or small post offices generally.
What happened in Bemidji
On December 12, 2023, the U.S. Postal Service Office of Inspector General (OIG) found about 4,400 delayed letters and flats at carrier cases and in the post office box section at the Bemidji Post Office. It found no delayed packages in delivery operations during that visit. Staff told auditors that they emphasized delivering packages each day to avoid customer inquiries and scanning failures.
A large shipper began dropping packages directly at the unit on November 2, 2023. The shipper estimated an average of 2,408 packages a day, about 131% more than the same period a year earlier. During November, the additional volume varied from 53 to 4,157 packages a day; in the first week of December, the office handled more than 27,000 packages in total. The OIG described the circumstances and findings in its audit of mail processing and delivery issues at the Bemidji Post Office.
The audit does not establish that Amazon was the shipper. Although the article topic frames the allegation around Amazon, the official report calls the company only a “large shipper.” The available audit evidence therefore supports saying that a large shipper’s drop shipments coincided with operational strain and delayed non-package mail in Bemidji—not that the OIG confirmed Amazon was responsible.

Why packages and other mail were affected differently
The OIG described a combination of volume, staffing, capacity, and planning problems—not a single cause. Bemidji had 10 open rural-carrier positions, equal to 24% of its authorized complement. Some rural carriers using personal vehicles made multiple trips back to the unit because their vehicles had limited space. Management had neither extra vehicles nor scanners ready for the added volume.
Notice and coordination were also inadequate. Headquarters notified the local office only eight days before the drop shipments were scheduled to start, and the audit found that USPS had not established whether the unit had enough local resources to handle the projected increase. The OIG’s report states: “We identified mail processing and delivery issues at the Bemidji Post Office. These issues included delayed mail, inaccurate reporting of mail conditions, and inadequate planning for increased mail volume received from a large shipper.”

Packages were not the only mail moving through the office. The visit found delayed letters and flats even though auditors found no delayed packages in delivery operations at that time. The evidence indicates that staff prioritized getting packages delivered, while understaffing, vehicle constraints, and insufficient preparation left other work delayed; it does not show that every item was delayed or establish a single precise cause for each piece of mail.
Does the Bemidji case represent other small post offices?
No. The OIG visited six surrounding post offices and found no delayed mail, staffing problems, or resource issues at those facilities. That counterexample matters: the audit documents a serious problem in one unit, but does not show that small or rural post offices generally were overwhelmed by package deliveries.

USPS operates at a far larger scale nationally. It says it processed and delivered an average of 22.7 million packages a day in 2025. That figure is a nationwide average, not a count for small offices and not evidence of an Amazon-specific surge in Bemidji or elsewhere. For rural delivery more broadly, the OIG’s 2020 white paper on rural and urban delivery challenges discusses operational differences and options such as parcel lockers, larger curbside mailboxes, and better parcel-related operating data. It is background, not a current audit of the Bemidji episode.
How broader USPS changes fit into the story
Rural mail delays can have causes beyond local package volume. In its 2026 review of USPS delivery changes, the Government Accountability Office says USPS extended expected delivery times for some First-Class Mail products by one to two days in October 2021 after shifting transportation from air to ground. In April 2025, USPS ended afternoon or end-of-day collection at more than 24,000 post offices located over 50 miles from a Regional Processing and Delivery Center. GAO says oversight entities and industry stakeholders reported that these initiatives slowed some mail and disproportionately affected rural customers.

Those policy changes are separate from the Bemidji package surge. They provide context for rural service concerns but do not show that package deliveries caused all rural delays, or that the national policy changes caused the specific delays found in Bemidji.

USPS says daily mail volume fluctuates, so its delivery times are not guaranteed. Its late-mail guidance recommends checking the applicable delivery standard and USPS Tracking, contacting the shipper if tracking information is unavailable, and raising concerns about late mail with the local post office. USPS currently lists First-Class Mail at one to five business days and USPS Ground Advantage at two to five business days; neither service has a guaranteed delivery time.
