The shift addresses one kind of packaging, but Oceana argues the company still needs to reduce plastic delivery packaging more broadly and develop reusable options. The change is significant; it does not, by itself, establish the overall environmental impact of Amazon’s packaging.
What changed—and when?
The headline began with Amazon’s June 2024 announcement about North America. The company said it had replaced 95% of the plastic air pillows used in delivery packaging in the United States, Canada and Mexico, and was working to remove the remainder by the end of that year. Amazon estimated that effort would avoid nearly 15 billion plastic air pillows annually. That figure was Amazon’s estimate for the North American effort, not a measured global total. Amazon’s 2024 announcement
Amazon’s current packaging progress page says plastic air pillows have been removed from all delivery packaging globally since 2024. This is the company’s reported status, rather than an independently audited result. Amazon packaging progress
What replaced the pillows?
Amazon says it replaced the air pillows with paper filler made from 100% recycled content that is curbside recyclable. It also says an assessment by a third-party engineering lab found the paper filler provided the same or better product protection as the plastic pillows. The announcement does not publish the lab report, so the performance claim should be understood as Amazon’s account of the assessment. Amazon’s 2024 announcement

That material information is useful, but it is not a full environmental comparison. The available sources do not establish whether paper filler has lower total emissions or environmental impact than air pillows across manufacturing, transport, reuse and disposal. Recycled content and recyclability are relevant attributes; neither alone proves a net lifecycle benefit.
Why does Oceana say it is not enough?
Oceana welcomed the air-pillow phaseout as a significant step, while calling for Amazon to keep reducing plastic delivery packaging and expand reusable packaging. The group’s argument is about the wider single-use packaging system, not a claim that the air-pillow change did not happen. Matt Littlejohn, Oceana’s senior vice president of strategic initiatives, said Amazon should fulfill its multiyear commitment to transition North American fulfillment centers away from plastic, then expand efforts and pursue reusable packaging across the markets where it sells and ships. That is Oceana’s advocacy position. Oceana’s response

Oceana has also estimated that Amazon plastic packaging in the United States totaled 208 million pounds (94.3 million kilograms) in 2022. This was Oceana’s 2024 estimate, not a figure disclosed by Amazon. Oceana derived it from e-commerce packaging-market data and Amazon’s U.S. retail e-commerce market share, then adjusted for reported packaging changes. Its scope includes packaging across transactions on Amazon’s platforms, including third-party shipments, rather than only packaging used by Amazon fulfillment centers. Oceana’s packaging report
How does this fit with Amazon’s other packaging claims?
Amazon reports that 73% of shipments in North America in 2025 were recyclable in household waste streams, compared with 63% in 2024. Those are company-reported shipment measures; they are not the share of all packaging materials that can be recycled, nor a measure of the air-pillow phaseout. Amazon packaging progress

The company also says that in 2025, 11% of packages globally shipped without additional Amazon packaging and that 28 million unique products had been certified for its Ships in Product Packaging program globally. These figures describe packaging avoidance and program participation, not proof that every product or package avoids plastic. Amazon packaging progress
These are separate approaches: avoiding added packaging, choosing a material with recycled content, making packaging acceptable in household recycling streams, and protecting a product in transit. Amazon says its paper filler is recycled and curbside recyclable, and that it was tested for protection. Its packaging page reports shipment-level recycling progress and packaging avoidance. None of those measures substitutes for an independent lifecycle comparison of materials.

Can you recycle Amazon packaging at home?
Follow your local recycling program’s rules; acceptance varies by location. Amazon’s guide says paper-padded mailers can go in curbside recycling. Plastic bags and air pillows may need to go to a designated store drop-off that accepts plastic film if the local curbside program does not accept them. Do not assume that flexible plastic belongs in a household recycling bin. Amazon’s recycling guide
Amazon’s guide also says mailers and bags can be up to 90% lighter than a similarly sized box. It says machine-learning algorithms reduced corrugate-box use by over 35% in North America and Europe over five years. These are company statements, not independent environmental-impact comparisons.
