Is Household Debt Becoming a Crisis for India’s Middle Class? What the Data Shows

India’s household debt is rising, but the 41.3%-of-GDP figure is not a measure of a typical family’s debt burden. Here is what the official data does—and does not—show.

India’s household debt is rising, but the latest official figures do not show that a distinct middle-class debt crisis is “silently wrecking” families’ dreams. The Reserve Bank of India (RBI) put household debt at 41.3% of GDP at end-March 2025. That is an economy-wide ratio, not the share of income a typical family owes. Official data also points to moderating growth in consumption loans, faster growth in borrowing for productive purposes, and an improvement in net household financial savings in FY25.

What does the 41.3% household-debt figure mean?

The 41.3% figure measures household debt as a share of India’s gross domestic product (GDP) at end-March 2025. The Government of India’s February 2026 parliamentary answer attributes it to the RBI’s December 2025 Financial Stability Report. It describes the scale of household debt relative to the economy; it does not mean that households owe 41.3% of their income, nor does it tell you what an individual family owes or can afford to repay.

It is also different from a rupee amount. A separate Government of India answer in March 2025 reported ₹120.96 lakh crore in household financial liabilities at end-March 2024, citing the RBI. That is a stock of liabilities, including personal loans and credit-card debt, on a particular date—not a percentage of GDP and not the later end-March 2025 figure.

The series indicates an increase over time, but a national ratio cannot establish how heavily a particular income group is indebted. The Ministry of Finance answer, quoting the RBI report, also says: “The Report also notes that, relative to most peer emerging market economies, India’s household debt remained lower.” That comparison is useful context, not proof that every Indian borrower is financially secure.

What are households borrowing for?

The latest official account says a dominant share of household borrowing is for consumption, while its growth has moderated and borrowing for productive purposes has been rising faster. It does not give a percentage breakdown in the parliamentary answer, so “dominant share” should not be read as a precise figure.

Purpose alone does not determine whether borrowing is manageable. A loan used to build an asset or support productive activity can still strain a budget; a consumption loan can be affordable if repayments fit reliably within income. For any loan, consider how it is secured, its interest cost and total repayment, its term, and whether a drop in income or a change in rates would leave enough money for essential expenses.

Is debt rising because more people borrow or because borrowers owe more?

Both can affect an overall debt total, but an RBI view from December 2024, reported in a March 2025 parliamentary answer, identified a growing number of borrowers—not an increase in average indebtedness—as the driver of increased household debt at that time. This is a dated explanation of the growth then observed; it should not be assumed to describe every later period or every borrower.

The same answer reported compound average growth from 2019-20 through 2023-24 of 10.1% a year for household gross disposable income and 10.3% for private final consumption expenditure, both at current prices. These are nominal growth rates, not inflation-adjusted measures of purchasing power. The comparison cannot show whether an individual family’s income kept pace with its costs, debt repayments, or financial needs.

What do the aggregate figures leave out?

National totals can reveal broad changes in borrowing, but they do not show who is struggling, how repayments compare with household income, or whether a family has had to delay a goal. The official figures cited here do not define a middle-class income band for measuring debt distress, disaggregate repayment problems for middle-class households, measure aspirations, or establish that debt caused families to forgo education, housing, family formation, or other plans.

There are also countervailing signs in the latest official account. Net household financial savings after liabilities rose to 6% of GDP in FY25 from 5.2% in FY24, and the share of borrowers rated prime and above increased. Those nationwide indicators qualify a sweeping crisis claim; they cannot rule out severe repayment pressure for particular households.

How can you check your credit record and get repayment support?

Review your credit report

  1. Use the official access process of the credit information company that holds your credit history, and complete its authentication steps.
  2. Request your free full credit report, including your score. Under the RBI direction, an individual can obtain one such report from a credit information company per calendar year.
  3. Check the report against your own records, including account details and the latest exposure position available to that company. If you spot information you believe is wrong, follow the company’s official process to raise a dispute; check its current instructions directly.

Seek help with repayment planning

RBI material describes debt counselling as potentially preventive or curative: a counsellor may help a borrower assess obligations and work out a repayment plan. The material says counselling may be provided free to avoid adding to the customer’s burden, but it does not guarantee that a free service is available in every area today. Confirm the provider, cost, and local availability before sharing financial information or relying on a proposed plan.

The RBI’s 2024-25 Annual Report recorded two distinct kinds of financial-literacy activity: 2,421 Centres for Financial Literacy were operational as of 31 March 2025, while 1,508 Financial Literacy Centres conducted 1,31,220 camps from April through December 2024. These counts describe different centre categories and periods, and neither confirms that a particular centre currently offers debt counselling. Ask local financial-literacy or counselling services what support they provide.

What has the regulator done?

The Ministry of Finance’s February 2026 answer says the RBI raised risk weights on selected consumer-credit segments and on bank lending to non-banking financial companies in November 2023 as a prudential measure. It also relays a February 2026 RBI statement about regulating advertising, marketing, and sales of financial products by regulated entities, including the suitability of third-party products sold at bank counters. These are regulatory safeguards; they do not establish that household over-indebtedness has been eliminated.

What can be concluded about the middle class?

The evidence supports concern about rising household borrowing, but not the claim that a measured, distinct middle-class crisis is already wrecking families’ dreams. The 41.3% ratio is an economy-wide measure, and the official evidence does not identify the middle class’s specific debt burden or connect borrowing to foregone goals. At the same time, aggregate savings and credit-quality indicators cannot speak for every borrower. For an individual household, the relevant questions are what each loan costs, whether repayments remain affordable under a realistic income shock, and whether the credit record is accurate.
