There is no single trigger behind the rise in women’s entrepreneurship in India. More women are participating in the workforce, formal credit reaches many women borrowers, self-help groups provide local support, and government startup programmes have made women-led ventures more visible. These trends help explain why more women can start or formalise businesses—but they do not, by themselves, show whether those businesses survive or become profitable.
What the numbers say about the rise
Several indicators point in the same direction, though they measure different things. The Ministry of Finance’s 2024 Economic Survey release reports that female labour-force participation increased from 23.3% in 2017–18 to 37% in 2022–23. That broader participation can enlarge the pool of women with income, work experience or self-employment activity; it is not a measure of how many women founded businesses.
Formal credit and startup recognition offer other signals. The Ministry of Finance reported that, as of May 2024, women accounted for about 68% of PM MUDRA loans sanctioned and 77.7% of Stand-Up India beneficiaries. Separately, the Press Information Bureau reported that 73,151 Startup India-recognised startups had at least one woman director as of 31 October 2024—nearly half of recognised startups.
These figures describe labour-force participation, loan sanctions, programme beneficiaries and company leadership. They are not interchangeable measures of entrepreneurship, and none alone establishes business survival, productivity or profitability.

What is helping more women start or expand businesses?
Greater participation in paid work and self-employment
When more women are economically active, more may have the experience, income or motivation to start a business, register an existing enterprise or grow self-employment into a larger operation. The increase in labour-force participation is consistent with this explanation, but it does not prove that participation growth caused a particular increase in business formation.
More access to formal credit
Credit can help cover working capital, equipment or expansion costs that household savings alone may not meet. The reported shares of women among PM MUDRA loan sanctions and Stand-Up India beneficiaries show substantial participation in those programmes. They do not reveal how much each borrower received, whether applications were denied, or whether a loan led to a viable business.
NITI Aayog’s 2021 women’s entrepreneurship report identifies access to finance as a fundamental enabler. Its later figures indicate that between 2019 and 2024, the number of women monitoring their credit increased by 42%, while women seeking credit grew roughly threefold. These are indicators of stronger engagement with formal financial systems, not proof that credit was the sole cause of business growth.
Self-help groups offer a local starting point
The Ministry of Finance’s 2024 Economic Survey release says the Deendayal Antyodaya Yojana–National Rural Livelihoods Mission (DAY-NRLM) covered more than 89 million women through 8.3 million self-help groups (SHGs). The Survey associates the programme with women’s empowerment and reports better access to government schemes, among other effects.
For a woman starting a rural or low-income enterprise, an SHG can provide a place to pool savings, learn from peers and build accountability. Group connections may also help bridge the distance between an individual entrepreneur, banks and markets. The scale of SHG participation is not a count of businesses created, however, and outcomes can vary by location and group.
Startup programmes provide visibility and targeted support
Startup India’s recognition count captures a different route from SHG-based livelihood activity: businesses formally recognised in the startup ecosystem. The Press Information Bureau reported that, in addition to the 73,151 recognised startups with at least one woman director as of 31 October 2024, the government had reported:

- ₹227.12 crore approved for 1,278 women-led startups through the Startup India Seed Fund Scheme (SISFS).
These are programme and investment figures reported by the government, not a measure of the total capital available to women founders or the commercial performance of the recipients. A company with at least one woman director is not necessarily women-founded or women-controlled.

Why loans alone are not enough
Starting a business involves more than finding capital. NITI Aayog’s 2021 framework identifies six connected ecosystem needs: entrepreneurship promotion, access to finance, training or skilling, mentoring and networking, market linkages, and business, legal, digital and other higher-order support. A loan may help with one constraint while leaving others untouched.
The Economic Survey 2024–25 also highlights credit, skills and formalisation while identifying skill gaps, compliance barriers and limited mobility as continuing constraints. Those barriers matter in different ways: compliance can be difficult for a new formal business, while restricted mobility can make it harder to reach customers, suppliers, training or finance. Digital services may improve access to information and financial tools, but the available figures here do not isolate their effect on women’s business formation.

What the rise does—and does not—prove
The indicators support a multi-cause explanation: workforce participation is higher, women are active in formal credit programmes, SHG networks operate at substantial scale, and women-led ventures have a visible place in startup policy. Taken together, these trends show more routes into economic activity and institutional support than any single statistic can capture.
They do not provide a nationally comparable rate for women-led business survival or profitability, nor do they separate the causal effect of credit, digital access, education, social change and public policy. Startup recognition, loan sanctions and programme approvals are measures of activity or access—not substitutes for outcomes such as sustained revenue, jobs or business survival. The scale and character of opportunity also differ between a rural livelihood enterprise and a venture seeking startup investment.
