Hurricane Helene’s Agricultural Losses Were Significant, Vilsack Said

Vilsack’s October 2024 warning was an early characterization, not a final loss total. Later state estimates and USDA assistance figures measure different things.

On October 4, 2024, then-U.S. Agriculture Secretary Tom Vilsack described agricultural losses along Hurricane Helene’s path as significant, but said officials would need time to determine their full extent. His statement was an early assessment—not a finalized dollar estimate. Later state analyses reported large losses, but they cover different categories and cannot be combined into one definitive total.

What Vilsack said about Helene’s farm losses

In an October 4, 2024 report, Vilsack said: “We know the losses to agriculture in the path of this storm are significant, although it will be some time before we know the full extent of those losses.” He also said USDA was working with crop-insurance companies to expedite payments, with the aim of helping farmers receive assistance in November or sooner. The remarks conveyed the seriousness of the damage while acknowledging that a reliable overall estimate was not yet available. Read the October 4 report.

What the early figures measured—and what they did not

USDA’s insurance coverage counts

USDA’s October 4 response said more than 38,000 crop-insurance policies covered more than 4.8 million acres in affected areas. Those figures describe the scale of insurance coverage, not the number of damaged acres or the value of losses. USDA said it was deploying staff, helping producers document crop, livestock and infrastructure damage, and working to expedite crop-insurance adjustments. See USDA’s October 4 announcement.

Satellite imagery and inundation

An early USDA National Agricultural Statistics Service (NASS) assessment used satellite imagery available through October 5, 2024, alongside 2023 crop data. For Georgia, it reported that 3.34% of cotton acreage was minimally inundated. That is an image-based measure of inundation—not a finding that the same share of cotton was lost, an insured-loss figure, or a dollar estimate of economic damage. NASS said the raw pixel counts were not official NASS estimates and could understate inundated acreage. Read the NASS assessment.

Later state estimates show the scale, but not one comparable total

Later figures reported by the Associated Press were based on separate state or university analyses, with differing scopes:

These figures are not a single USDA total. They describe different geographies and categories; the Georgia figure is a storm-loss analysis, while North Carolina’s includes crop losses and recovery costs. Without matching underlying definitions and checking for overlap, adding them would risk presenting unlike measures as one precise agricultural-damage total. See AP’s report on the state estimates.

What USDA offered producers after the storm

USDA’s October 2024 response emphasized documenting losses, expediting crop-insurance adjustments, and applying program flexibilities. The department listed options involving conservation and forest restoration, livestock and farm-raised fish, honeybees, tree losses, noninsured crops, and marketing assistance loans. The announcement also said USDA had deployed staff, including 190 personnel. USDA’s Risk Management Agency issued emergency crop-insurance procedures for impacted counties in Alabama, Florida, Georgia, Kentucky, North Carolina, Ohio, South Carolina, Tennessee, Virginia and West Virginia. The bulletin allowed insurers to consider delayed loss notices case by case when storm-related disruptions to travel or communications prevented ordinary reporting. Read RMA bulletin MGR-24-006.

North Carolina’s 2025 grant is aid, not a damage estimate

In September 2025, USDA announced a $221.2 million block-grant agreement for eligible agricultural losses in North Carolina. The funding covers specified eligible categories, including infrastructure and timber losses and market or future-year revenue losses. It represents committed assistance, not a revised estimate of all agricultural damage caused by Helene. Read USDA’s grant announcement.
