Ellison House is a medical respite centre planned in a former aged-care home in Carlisle, Western Australia—not permanent housing or a conventional hostel. Announced by the Cook Government on 18 October 2024, the 20-bed service was designed to help people experiencing homelessness recover after acute illness or hospital care, with post-acute support on site.
What Ellison House is—and who it is meant to help
The centre was established to address a gap between hospital treatment and recovery for people without a stable place to recuperate. Its intended residents are people experiencing homelessness who need care after an acute medical condition or hospital presentation or admission. The government described the model as a 24-hour medical respite service; it is not permanent accommodation.
The announcement said the site could accommodate wheelchair-bound patients and women who had experienced gender-based violence. It did not publish detailed eligibility criteria or a referral process, so those details should not be assumed from the service description alone.
What was announced about the site and its cost
The Cook Government said it had purchased a former aged-care home in Carlisle to provide a permanent home for the medical respite centre, which retained the name Ellison House. The official announcement specified 20 beds. PerthNow reported on 19 October 2024 that more than $2 million had been spent retrofitting the property and identified its location as Orrong Road. The retrofit figure is PerthNow’s report; it was not included in the government announcement.

Who operates and manages the centre
The government announcement named Homeless Healthcare, Ruah Community Services and Uniting WA as the service partners, with the East Metropolitan Health Service responsible for management. PerthNow reported that round-the-clock medical and support services, including an on-site GP, were part of the model.
How Ellison House followed the Northbridge pilot
Before the Carlisle site was announced, the WA Government said a medical respite pilot had operated from leased premises in Northbridge. PerthNow reported that almost 400 people used that pilot over two years. That is a reported usage figure, not an evaluation of results: the available accounts do not say how many people completed treatment, avoided hospital readmission, or moved into stable housing.

How long stays were expected to last
PerthNow quoted Health Minister Amber-Jade Sanderson describing the service as “not permanent accommodation” because it is a resource-intensive model, with stays potentially lasting weeks or months. That makes Ellison House transitional medical respite rather than a long-term housing option. The sources do not state an average stay or a formal discharge pathway.

The October 2024 announcement and contemporaneous reporting describe the plan, intended service model, partners and reported retrofit. They do not establish Ellison House’s present operating status, current occupancy, later service arrangements, referral criteria, or measured health and housing outcomes.
