Alibaba’s October 2015 European expansion was aimed at helping European brands reach customers in China—not at launching Tmall as a marketplace for European shoppers. The company said London would become its European hub and announced a Milan office, with local teams intended to help businesses sell through Alibaba’s China-facing platforms.
What Alibaba announced for Europe
On October 20, 2015, Alibaba said its London office would expand to serve as the company’s European hub and announced that it was opening an office in Milan. The stated purpose was to help European brands, retailers, and government partners understand opportunities in China and work with Alibaba to bring products to Chinese consumers. Alibaba’s announcement described an effort to build local relationships and support businesses interested in the Chinese market.

Michael Evans, then Alibaba Group president, said the Italian and U.K. teams would work with European brands and retailers “in local language, in-country” to get their products to Chinese consumers. The announcement therefore described a business-to-business expansion: local Alibaba offices supporting European businesses seeking access to China.
How the support for European businesses was supposed to work
Alibaba described assistance across several parts of the process, rather than simply offering a storefront. The company said its teams would help businesses identify products suited to Chinese consumers, sell through Alibaba platforms, and navigate logistics and payments. The 2015 announcement framed these services as practical support for entering the Chinese market.

Where Tmall Global and Tmall World fit
The names can be confusing because they refer to different audiences and trade directions. Alibaba described Tmall Global as a way for overseas brands and retailers to sell to consumers in China. Tmall World, announced in 2017, was described as a way for overseas Chinese customers to access Alibaba marketplace products. Its named priority markets were Hong Kong, Taiwan, Singapore, and Malaysia. Alibaba’s Tmall World announcement does not establish a European consumer launch.

Did Tmall launch for European shoppers?
The cited announcements do not support that interpretation. The 2015 European-office plan focused on helping European businesses reach Chinese consumers, while Tmall Global was described as a channel for overseas sellers entering China. Tmall World’s 2017 announcement concerned overseas Chinese customers and named Asian priority markets; it is not evidence of a European consumer-facing Tmall launch.
