What happened to the Windom pork plant?
HyLife Foods Windom filed for Chapter 11 bankruptcy in April 2023. The plant closed in June, and its workforce was laid off. The facility’s ownership had changed several times: PM Beef closed it in 2015 after reducing its workforce; an investor group backed by Glen Taylor acquired and converted it to pork processing as Prime Pork in 2016; and HyLife bought a majority interest in 2020. Who bought the facility, and for how much?
Premium Iowa Pork acquired the facility through the bankruptcy process in June 2023. Two reports describe the transaction differently: the Minnesota Reformer reported a $13 million auction purchase, while the Star Tribune reported a $14 million court-approved sale agreement, comprising approximately $4.2 million for HyLife property and $9.8 million for furniture, fixtures, and equipment. Did the plant reopen?
City records document a gradual return to activity, but they do not establish current output. In August 2023, Windom council minutes said Premium Iowa Pork was evaluating options and had not committed to restarting the plant or hiring. That was the status then, not the owner’s later position. The October 2025 update is the latest located official operating update. It does not confirm what the plant is producing, how much it is producing, or how many people it employs now.
What happened to workers after the closure?
The 2023 closure reporting put HyLife’s workforce at 1,007 employees. The Minnesota Reformer reported that about half were local or from southwestern Minnesota; others were in the United States on temporary H-2B visas tied to HyLife. Its reports described workers finding jobs out of state, returning to their home countries, or pursuing labor-law-related deferred action. Those accounts describe circumstances reported in 2023; they do not establish any individual worker’s present location or immigration status. For the town, the consequences reached beyond the laid-off workers. Windom EDA Director Tiffany Lamb told the Reformer that nearly 100 students had at least one parent working at the plant. The closure also raised concerns about local economic activity, school resources, property-tax revenue, utilities, and housing plans. Cottonwood County Commissioner Kevin Stevens described the situation in July 2023: “We’re in limbo.” These are reported impacts and concerns from the closure period, not current counts. What public aid and job commitments were involved?
After the closure, the Minnesota Legislature approved $14 million in assistance, according to the Reformer. The reported package covered housing connected to the former employer’s worker-leasing plans, the city wastewater treatment plant, worker recruitment if a successor reopened, and local school assistance. Because Premium Iowa Pork had already bought the facility, recruitment funds were not initially used to find a buyer. This state appropriation was separate from the later subsidy and loan arrangement for the new owner.

In July 2025, the city approved a $1 million state-funded business subsidy and loan package for Premium Iowa Pork: a $500,000 forgivable loan and a $500,000 zero-interest repayable loan, with job-creation conditions. In October 2025, EDA minutes said the company had reached its 70-plus-job goal in July. The loan documents required retaining at least 70 full-time jobs for five years. The municipal records document the target and reported milestone; they do not establish current staffing or, by themselves, confirm ongoing compliance. The bankruptcy reporting gives financial context but does not make one figure a complete explanation of the closure. The Star Tribune reported that a HyLife executive’s federal bankruptcy-court affidavit put average monthly losses after the 2020 takeover at $6 million to $7 million. In a separate 2024 report, the newspaper cited $370 million in company revenue in 2022; revenue is not profit and should not be read as contradicting the reported losses. What remains unanswered?
The available official record ends with the October 2025 EDA update. It establishes that the plant had resumed some operations, that a municipal estimate placed employment around 74–77 in August 2025, and that the owner was pursuing customers and researching products in October. It does not establish October 2026 production volume, staffing, product sales, expansion, or current compliance with the five-year job-retention terms. A current answer requires newer city records or confirmation from Premium Iowa Pork.
