Aeroflot’s U.S. Presence: What the Record Shows About Its Growth—and Interruptions

Aeroflot’s U.S. history is documented through a bilateral service framework, a 1983 scheduled-service suspension, and later export controls—but not a year-by-year route-growth record.

Aeroflot had a documented place in U.S.–Soviet scheduled air service, but the available record does not establish a steady story of U.S. route growth. It instead shows a bilateral service framework, a major policy interruption in 1983, and later U.S. export-control measures that affect aviation-related transactions—not a current passenger-route list.

Did Aeroflot fly to the United States?

Yes. A September 7, 1983 U.S. State Department memorandum refers to an existing sanction suspending regularly scheduled Aeroflot service to the United States. That wording establishes that scheduled service was part of the U.S.–Soviet aviation relationship, while also showing that it was subject to government restrictions. A later bilateral framework is visible in the State Department’s listing for the U.S.–USSR air-services agreement dated June 1, 1990. The listing identifies Aeroflot, or Soviet Airlines, as the carrier designated by the Soviet government to operate agreed services before April 1, 1991. What does “growth” mean in Aeroflot’s U.S. history?

It cannot be measured as a documented year-by-year expansion from the available evidence. Why was Aeroflot service suspended in 1983?

The memorandum was prepared in response to the Soviet destruction of Korean Air Lines Flight 007. Executive Secretary Charles Hill wrote that the administration had “reiterated the existing sanction suspending regularly-scheduled Aeroflot service to the U.S.” The memo also records plans to request suspension of relations between U.S. carriers and Aeroflot, and to close Aeroflot offices in New York and Washington. These were actions and proposals described in the memorandum; it does not by itself show when each restriction ended or how service subsequently changed. What do the current U.S. export controls mean for Aeroflot?

They concern controlled goods and transactions, not simply whether passengers may book a flight. In an April 7, 2022 enforcement release, the Bureau of Industry and Security (BIS) said aviation controls introduced on February 24, 2022 required licenses for covered aircraft and aircraft parts exported, reexported, or transferred to Russia. BIS also said Russian-owned or operated aircraft were excluded from the AVS license exception beginning March 2, 2022, and that Aeroflot had operated aircraft subject to the Export Administration Regulations without required authorization. A 2026 BIS order renewed Aeroflot’s temporary denial of export privileges for one year. It describes continued operation of aircraft subject to the Export Administration Regulations and restricts specified participation in transactions involving covered U.S.-origin items or other controlled activity. The order provides an exception for directly safety-of-flight-related activity only when authorized as specified by BIS. Can Aeroflot fly passengers to the United States now?

The cited record does not establish whether Aeroflot currently sells or operates passenger flights to the United States. The 2026 BIS order is relevant to specified export-controlled transactions, but it does not provide an airline schedule or settle passenger-service availability. A definitive answer about a particular date would require a current official schedule or booking source and the applicable aviation permissions; neither is established by the sources cited here.
