That allowance was not the officer’s entire compensation. For comparison, the Defense Finance and Accounting Service lists 2026 O-10 basic pay at $18,999.90 per month—but that is a current rate for the modern O-10 pay grade, not a five-star salary.
How much did a five-star general make?
For the historical U.S. five-star Army grade, the 1945 War Department manual set the rule: an officer serving on active duty as a General of the Army received the same pay and allowances as a major general, plus a personal money allowance of $5,000 per year. The rule is attributed to the Act of December 14, 1944. War Department, TM 14-509 (June 15, 1945)
The $5,000 was the additional personal allowance, not a complete annual salary. The manual’s formula includes major-general pay and allowances as well, and the total would depend on the applicable pay table, service record, allowances and individual circumstances. The historical sources cited here do not establish one all-in annual total for every five-star general.
What does the 2026 O-10 figure mean?
For a modern comparison, DFAS’s 2026 officer basic-pay table lists $18,999.90 per month for O-10 at each displayed service-duration point above 20 years. That equals $227,998.80 when the monthly figure is multiplied by 12; this is an annualized basic-pay comparison, not a separately published annual salary. This is not a five-star salary. Current federal law maps General and Admiral to O-10, while the five-star General of the Army was a distinct historical grade. The O-10 figure is basic pay only; DFAS maintains separate schedules for other pay and allowances, which depend on eligibility and circumstances. 37 U.S.C. § 201 DFAS 2026 Military Pay Tables
Why were five-star ranks created?

The Army’s historical account says the promotions were temporary and brought no pay increase other than an additional personal money allowance. The 1945 manual specifies that allowance as $5,000 per annum and describes the underlying pay-and-allowances formula. Together, these sources distinguish the rank from its compensation: the five-star title did not simply replace the underlying pay arrangement with a new base-pay scale. The sources establish a historical five-star grade and a current O-10 pay grade, not a current five-star salary schedule. The current statutory mapping identifies General and Admiral as O-10; the DFAS table gives the modern O-10 basic-pay rate. It does not present General of the Army as an ordinary current pay grade, so describing the O-10 amount as what a five-star general makes would conflate two different things.
